About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Position Objective

The cash and Voucher Programme Manager will work under the direct supervision of the FSL HOD and will be responsible for providing technical support for the implementation of all cash and voucher Assistance (CVA) activities in Afghanistan

In addition, the role holder, under guidance of the FSL HOD, will represent AAH in all CVA related cluster coordination forums at state and Sub-National level.

 The position will be based in Kabul and may require occasional travels to the field locations

 

Mission 1 : Provide technical and support to FSL  CVA projects in Afghanistan

Tasks and Responsibilities:

  • Provide technical support for the implementation of FSL CVA projects in Afghanistan. 
  • Ensure program technical implementation is on time, target and budget, using effective M&E systems to achieve the desired impact.
  • Ensure that CVA program technical implementation is responsive to communities, authorities and partners and consistent with Action Against Hunger’s relevant program guidelines, principles, values, quality standards and strategic plan.
  • Conduct technical monitoring visits to the field to ensure that all targeted program beneficiaries are rightly benefiting from the FSL CVA interventions.
  • Supervise and be responsible for all technical aspects of project implementation, ensure that all interventions are completed in a timely, efficient, and accurate manner according to standards.

 

Mission 2 : Provide technical support to program development and ensure program quality

Tasks and Responsibilities:

  • Support the FSL HoD in CVA program development in line with the country strategy; in identification, evaluation of opportunities for AAH and develop concept notes, proposals, and related reports.
  • Support the FSL team in Afghanistan in ensuring processes and activities to ensure quality standards of FSL are integrated in the project management cycle.
  • Monitors the environment through regular scanning and data gathering for new opportunities, innovations, new approaches, designs or technologies.
  • Conduct Food security & Livelihood assessments for program development in relation to Afghanistan context.

 

Mission 3: Represent AAH and its positioning in external coordination, donor, and technical meetings/visits on technical and operational matters.

Tasks and Responsibilities:

  • Represent AAH in donor meetings and project field visits, coordination meetings and technical meetings as designated by FSL HoD   
  • Supports the FSLHoD in developing relationships and partnerships with donors and stakeholders.
  • Develops donor and partner communication strategies.
  • Participation and contribution to joint initiatives like Joint market assessments, HEA, IPC and other FSL sector led joint initiatives at Afghanistan level.  

 

Mission 4: Lead programmatic integration and related capacity building

Tasks and Responsibilities:

  • Support FSL HoD in leading program integration initiatives for multi-sectoral approach
  • Develops tools and guidance notes on Cash based transfer and food voucher modalities, Market assessment, livelihoods recovery, agricultural inputs, resilience programming and related areas.
  • Take part actively in the recruitment and the training of staff, in cooperation with the FSL HoD.
  • Organize and supervise the work of the FSL CVA technical team to optimize the capacity of each team member.
  • Provide individual coaching of and training of FSL CVA personnel  as well as staff implementing CVA in other departments to improve any identified areas of weakness or capacity gap.

 

Mission 5: Reporting and other responsibilities  

Tasks and Responsibilities:

  • Responsible for providing CVA technical input into all project related reports (Monthly, Quarterly, Annual, and APRs)
  • Contribution to coordination meetings
  • Support the compilation and consolidation and validation of monthly FSL related narrative reports
  • Evaluate and update CVA project needs (HR, financing, logistics) ;
  • Elaborate appropriate questionnaires and apply the follow-up and supervision tools of the CVA projects
  • Ensure follow-up of the project’s progress and write suitable reports ;
  • Propose solutions and improvements concerning the CVA project’s progress ;
  • Coordinate activities and sensitize local CVA partners in the field ;
  • Review reports and gauge program progress against the logical framework, ensuring compliance with AAH internal and donor’s reporting standards ;
  • Review the FSL program budget and then follow up with support departments to ensure adherence to workplan ;
  • Review all CVA procurement requests for FSL activities before submission to the logistics department ;
  • Support in follow up on CVA logistics requirements in coordination with the procurement team ;
  • Ensure that all program-related data and information on FSL activities area of the CVA program is correct, updated, organized and accessible to the country program, HQ and other key stakeholders, and that lessons learnt and best practice are documented ;
  • Facilitate and support systematic monitoring and evaluation of activities ;
  • Support development of activities progress reports for the program team as well as contribute to the development of donor reports.

 

Additional Responsibilities

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task;

Diploma / Level of studies:

Minimum of a Bachelor's degree in Agriculture, Agricultural Economics, Animal Husbandry, Agribusiness, Soil Science, Crop Protection and Management, Agronomy or a related field, OR, A degree in any other Field but with a Masters degree in Food Security & livelihoods related field of study.

 

Required Years of Experience & Expertise:

  • Minimum five years' experience in food security and livelihoods particularly CVA.
  • Experience in Food security and Livelihood assessments including cash and market assessments in both development and emergency contexts;
  • Clear understanding of cross cutting issues in the field such as child, disability, gender and protection;
  • Proven management and coordination skills (HR, projects, and stress management);
  • Proven ability to translate analysis and evaluation into operational planning and strategy;
  • Experience with evaluations and monitoring as well as Program Cycle Management;
  • Experience with research and partnership developments with universities;
  • Experience with donor communications;
  • Demonstrated previous experience in and strong proposal writing and donor reporting skills;
  • Disciplined and able to work and arrive at decisions autonomously and with minimal guidance

 

Required skills:

  • Good diplomatic and negotiation skills;

  • Proficient in MS Office Applications;
