Job Descriptions:

  1. Summary of Key Functions
  • Oversees all aspects of the implementation of Women Peace and Security and other Women Empowerment Projects (WIGLD, Scholarship) in the field to ensure timely commencing and completion of project activities in the most effective and efficient way in accordance with Resilience program strategies and plans and contractual obligations.
  • Support project in Advocacy and Networking to ensure women’s receive support and benefit from available opportunities
  • Manage project budget and ensure appropriate budget utilization and compliance with donor rule and regulation.
  • Coordinate and cooperate with CO MEL department/unit and ensure all project data/information and document collected/maintained in the system.
  • Coach Staff members to develop and implement  capacity building plans to comply with CARE standards and procedures 
  • Work with the Resilience Senior Program Coordinator and CARE program staff to design projects, develop proposals and budgets and communicate with stakeholders as needed continuation of Women Empowerment initiatives.
  • Ensure Gender mainstreaming in CO
  • Act as Women Empowerment focal point and contribute to the CO initiatives.
  • Maintain high level of coordination and cooperation with CO programs and departments

Based in Kabul (Main office…) with regular visit to project covered areas.

  1. Key Expected Results:

4.1. Oversees the implementation of Women Peace and Security project and other components

  • Facilitates development of field operation plans and oversees their implementation
  • Oversees field expenditures and project budgets
  • Assists her immediate supervisees in setting goal for their APAA in the light of the program priorities and CO plan)
  • Closely monitors the performance of her immediate supervisees, takes corrective actions, and offers technical support to the staff in all aspects of the S-WAFAA project planning, implementation, and reporting activities
  • Hiring of qualified staff, Staff learning opportunities and the implementation of the capacity development plan at the project level.
  • Conduct field visits to oversee project activities undertaken by Project team and the implementing partners to ensure activities complies with project objectives and goals
  • Ensure project implementing partners deliver quality services to the beneficiaries and provide timely reporting on project activities
  • Prepare project reports based on plans, progress and issues donor requirements.
  • Ensure project team communicates problems and barriers that prevent them from smooth and successful implementation of their plans and ensure those problems are solved on timely manner
  • Closely monitors the performance of her immediate supervisees, takes corrective actions, and offers technical support to the staff in all aspects of the project planning, implementation, and reporting activities
  • Manage the project resources/budget and ensure appropriate and realistic budget forecast and expenditure.
  • Upload DAB (Donor Approved Budget) and other related information in the FGMS system and maintain close monitoring to the system to approve vouchers purchase requests in the system based on authorization level defined by CO.
  • Extract the expenditure report from the system and ensure accuracy, relevancy and consistency of expenditure and take timely action in case of any discrepancy.
  • Monitor the budget expenditure regularly and ensure the expenditure is on track with project progress and duration to prevent over/underspent

4.2. Support project in Advocacy and Networking

  • Play a key role in leading the collection and analysis of evidence on a series of women’s rights issues for advocacy purposes, in close coordination with the M&E and Advocacy teams
  • Establish good relations with relevant stakeholders including government authorities, Civil Society Organizations, Women’s Networks, UN Agencies to advocate for widows needs and rights at national, regional and international levels
  • In close collaboration with Communication and Advocacy Advisor keep track of advocacy and networking  initiatives and  ensure S-WAFAA federation members meaningful participation
  •  Participate in CSO Advocacy coordination meeting and WPS working groups.
  • Participate in other related network, clusters and working groups.
  • Support established federations in their advocacy initiatives and communication with stakeholders.
  • Keep record of all advocacy efforts made by project beneficiaries and women network
  • As Women empowerment focal point of CO map the themes and areas and feed CO position paper, communication topics and other  and advocacy initiatives 
  • Monitor advocacy efforts of other actors and analyze any joint efforts that CO can do for women empowerment.

4.3 Coach Staff members to develop and implement capacity building and other plans to comply with CARE standards and procedures  

  • Finds out staff capacity building needs and ensures that the staff receives timely, and adequate training
  • Coordinate with HR department for any capacity building initiatives for staff
  • Undertakes Annual Performance Plan  Appraisal (APPA) process of the direct  supervisees and ensure their development plan is in place
  • Ensure all training plan outlined and agreed in the APAA of staff is achieved
  • Monitor the staff wellness and provide a conducive environment for their wellbeing and career development.
  • Ensure professional team building and high level of coordination and cooperation between team members.
  • Ensure that talent management is in place and facilitate environment for staff growth and skill development
  • Ensure project implementing partners’ receive technical support from Resilience or and CARE Afghanistan to better manage and implement project activities

 

4.4. Work and contribute with program team to design projects, develop proposals and budgets and communicate with stakeholders

 

  • Ensure the project data collection and data management system feed CO MEL requirements
  • Ensure project staff record and report evidences and cases to MEL for feeding CO future project design
  • Ensure project staff contribute their knowledge and experiences for project design in related fields.

  • Participate with CARE senior program staff to respond to requests for proposals or to develop new project frameworks and designs
  • Assist in developing specific strategies and implementation plans in line with project frameworks
  • Participate and contribute  in development of project budgets and budget notes
  • Participate in responding to donor and stakeholder requests for modifications to proposed project plans

 

Ensure Gender mainstreaming

  • Advocate for gender promotion and provide timely advice on approaches to senior management
  • Support gender mainstreaming throughout the concerned unit and related activities
  • Facilitate and support capacity building of concerned staff regarding GED concepts and CARE policies and procedures in this regard.
  • Regular communication with concerned staff especially female staff to ensure their wellbeing and improve conducive working environment.  
  • Pave the road for the Gender Focal Points Person’s  meeting and other Gender promotion related activities/events
  • Analyze the project through gender marker tool/indicators and plan to meet the desired ranking.
  • Ensure project staff received gender training and supporting gender promotion  
  • Ensure that the project participants received gender awareness/training with consideration of context

 

Other related key expectations from the position:

  • Manage other small project as component of the Women empowerment such contribution from private donors and foundations
  • Maintain Coordination with CO departments (Admin, Finance, HR, CARMU, ICT, Procurement and transport).
  • Play the role of Women Empowerment focal point and GED group member in CO
  • Take part in facilitation of sessions and workshop for staff and partners  awareness raising in GED and women empowerment
  • Take part from program side in Due Diligence Assessment of potential Partners and report according to set procedure of CO.
  • Participate in Women empowerment events, sessions, meetings inside and outside of CO.
  •  Participate in developing/ Revision of Resilience program strategy/ToC and contribute project data/information
  • Actively lead/contribute CO plan and initiatives for celebration of 16 day activism and international Women Day

 The incumbent is authorized to utilize budget, request for staff hiring, approval and disapproval of project specific activities, identifying location and allocation of program resources, recommend staff promotion and demotion.
