 HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program,SEHATMANDI projects in four provinces, nutrition,  Mental Health and Psychosocial program through a community system strengthening approach.

Job Descriptions:

           Program Management

  • Oversee the implementation of pharmaceutical quality health programs and ensure that program goals, objectives, targets, and activities are met.
  • Prepare pharmaceutical program implementation plans and follow up with all project pharmacy managers in close coordination with the head of pharmacy in KBL
  • Develop organization pharmaceuticals quantification, distribution planning in coordination with Pharmacy, grant technical and finance coordinators and other relevant departments to ensure timely availability of projects pharmaceuticals and support for implementing the planned activities.
  • Prepare of RF (Requisition form) for every related project and provide technical support in selection of medicine/medical supplies and medical equipment with the coordination with field technical team, project grants coordinator and Kabul pharmacy team.
  • Ensure that monthly/quarterly conduct inventory (IMAT) and reports, consumption reports and stock cards are timely and accurately prepared and submitted.
  • Ensure that the health pharmaceutical is implemented in line with the HNTPO principles and policies (procurement, quantification, receipt, stocking, distribution, rational use, consumption report, and etc).
  • Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.
  • Conduct monthly review of the pharmacy plans with timeline for each individual activities and record the progress and develop plan for not achieved planned activities.
  • Ensure the ration use of medicine by HFs and monthly base consumption report provide by HFs in charges.
  • Regular follow up with project management team regarding the any kind of complaints and provide on time proper response to them
  • Conduct TNA for all level of pharmaceutical program and regular participate in the training as a trainer
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
  • Conduct fortnightly/monthly program data analysis with health facilities directors and pharmacy manager

Supervision & Monitoring

  • Develop supervision plan and conduct regular (bi – weekly and monthly) supervision/monitoring visits to the various project sites (main and HFs stock), ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Public Health. Identify technical quality and/or other pharmaceutical issues and provide solutions and follow-up to ensure pharmaceutical management are on track to meet goals and are consistent with established best practices.
  • Ensure submission of written feedback to provincial pharmaceutical management team within one week of the field visit, and develop remedial action plan to timely address findings of the supervision/monitoring visit. And follow up with all project pharmacy managers.
  • Prepare any information for next quantification (BoQ) of pharmaceutical for next projects.

Reporting and Recording

  • Prepare internal and external reports (such as narrative reports, quantification, supervision, distribution, RMU, IMAT and etc) within agreed deadlines using HNTPO and donor formats, as required with high standard.
  • Review Budget vs. Actual (working budget) reports monthly, recommend actions to correct identified problems.
  • Prepare a good recording system with the deferent level central, provincial, and HFs
  • Timely keep updates the developed database regarding the receipt and supply of pharmaceuticals
  • Ensure the all hard and soft copies of pharmaceuticals management like, stock card, register, fillings, consumption, CBA and other keep update regular in a proper and standard system

Coordination & Representation

  • Identify the way for improving the coordination and communication with all project staff
  • Having effective working relationships with key staff at KBL and project and HFs
  • Maintain good coordination with provincial health authorities and other health related partners.
  • Represent the Organization and the project in meetings with MoPH technical departments, and UNICEF, WHO, PHD and other stakeholders in the national, regional and provincial level.
  • Be ready to attend quarterly and monthly coordination meeting in provincial (DTC, pharmacy subcommittee etc) and Kabul offices.
  • Regular weekly meetings with all project technical grants coordinators and head of pharmacy to discuss the project progress, challenges, and way forward.

          Other Duties

  • Travel outside of province (job location) for needs assessments and implementation as needed.
  • Other duties as assigned by the Health Program Director to enable and develop HNTPO programs.

Job Requirements:

  • Bachelor or MD Pharmacy degree
  • At least five work experience in NGO or MoPH
  • Have a computer and reporting skills
  • Have a good communication skills & good management skills
  • Have a supervisory and monitoring skills.
