About People Action For Change:

People’s Action for change is a not for profit, non-governmental organization with a mission to work with the poor, excluded and marginalized sections of the society by empowering them to lead a life with dignity. PACo priority objectives includes empowerment of people through community organization and capacity development, promoting rights of women and children, ensuring livelihood options to end hunger and food insecurity and respond to calamities and conflicts through humanitarian assistance. PACo strategically expanding its program and intervention to support most vulnerable population in Samangan, Balkh, Jawzjan, Sarepol and Faryab provinces, with focusing on IDPs, Returnees and vulnerable host communities. For implanting planned intervention which will be focusing on Construction and infrastructure activities / micro project to improve Access to education, health, Market and other public services in Samangan, Balkh, Jawzjan, Sarepol and Faryab provinces. PACo planned to recruited Civil Engineer considering the conditions and requirement state in this announcement. The interested and competent individual who meet the set requirements are encouraged to apply.    

Job Descriptions:

  1. Site and feasibility survey
  • Based on the project activity plan, the Cash for Work (CFW) Engineer visit the CFW site, and carry the site survey and assessment  in coordination with Social safeguard officer, community, district level extension service and third party monitory representative
  • I identify the micro project ( CFW project) site considering the engineering and relevant sector standard and norms.
  • Draw and develop the comprehensive site plan with site survey detail
  • Develop site selection plan using GIS

 

  1. Design CFW project
  • Design the CFW project considering the funding partner standard and priories  structures  based on approved site plan and survey detail
  • Use standard in Design if available and prescribed by sector  and approved by funding partner
  • Develop project BoQ as per funding partner norm, standard and construction code.
  • Ensure the PPE are adequately estimated based on nature of CFW project
  • Compile the technical document and submitted to funding partner Engineering unit  for review and approval

 

  1. Cost Estimation
  • The CFW Engineer should carry market survey prior cost estimation from each local, provincial and regional market
  • The estimation should base on design, local market price considering fluctuation and contingency.
  • The final cost estimation must be confirmed with reviewing by engineering lead of the organization
  • The Estimation should be in line with accepted standard and construction code of funding partner.

 

  1. Implementation
  • The CFW Engineer will be responsible for construction mobilization in the site
  • The CFW Engineer will be responsible to develop storing and stocking the construction material and tools l in the project site
  • The CFW Engineer Lead , manage and supervise the CFW activities as per project approved plan  the site
  • The CFW Engineer Instruct and closely monitor and supervise all construction activities from foundation till completion
  • The CFW Engineer Ensure the quality materials being used
  • The CFW Engineer  Ensure the work quality is maintain based on accepted norms and standard
  • The CFW Engineer  Ensure, experience and qualified skill labors are placed for all construction activities

 

  1. Procurement
  • Develop procurement plan for all construction jointly with supply / admin unit considering the material availability in the market
  • Assist and support the procurement team to ensure the quality material based accepted standard is purchased
  • Do monitor and supervised the input/ construction material delivery to the project site
  • Do assure the construction material are stored and stocked in proper storing system in the field   
  •  
  1. Coordination
  • The civil Engineer is responsible to assure close coordination with PACo management and field operation team.
  • Build close and better rapport with community and stakeholder in the field
  • Closely coordinate the project progress with funding partner and relevant government sector in local and provincial level
  • Share technical issue and addressing salutation with stakeholder technical team prior taking forward
  • Ensure written confirmation from the stakeholder for any change in the design, plan and standard during the implementation.

  1. Reporting
  • The CFW Engineer Ensure :
  • Share daily implementation progress from the field
  • Share weekly progress report with management and funding partner
  • Share monthly status report with management and update the stakeholder in local and provincial level
  • Provide quarterly Plan verse Actual and action for covering
  • Prepare the project completion report based on project implementation plan and confirmed with local stakeholder

 

Job Requirements:

  • MS or BSc, degree from recognized University, Civil Engineering .
  • At least 5 years’ experience in in CFW or similar project  preferably with I/ NGOs and  MRRD.
  • Have the knowledge of GIS and use comfortably
  • Able to travel and stay in field and project site
  • Able to perform project feasibility and site survey
  • Have adequate various micro project design capability and experience particularly on watershed, Social structure,  Road, building and WATSAN.
  • Must have skill of  AutoCAD and other design Software
  • Must know construction norms and standard
  • Able to quality control   
  • Should have adequate technical proficiency.
  • Should have community mobilization rapport building skill and experience
  • Should have proper communication skill
  • Ability to report based on project communication plan
  • Must know English and able to communicate and report in English
  • Willing to commit to the vision and mission of PACo.
  • Prepared to work hard and long when needed to achieve deadlines, targets and quality standards set by the project.
  • Committed to be accountable and transparent to stakeholder, line management and as whole to organization.
  • Should have good English and  computer operating skill
  • Good interpersonal skills, flexible, patient and able to mentor others.
  • Able to demonstrate the culture respect of the participating community and follow relevant costume
