About MEDAIR:

Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district.  The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.

An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Uruzgan, which has been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands and Kandahar, the project intends to improve and extend the utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs, and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

Job Descriptions:

Technical Responsibilities

  1. Implement, monitor and evaluate the assigned project with support from Project Manager (PM) and WASH Advisor.
  2. Provide technical support and leadership to the project team, manage, delegate and train staff to meet quality standards.
  3. Participate in relevant coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the project staff on relevant issues.
  4. Monitor the procurement plan and project budget, according to Logistics and Financial Medair procedures.
  5. Anticipate, plan and contribute to the development of new project proposals and reports.

 

General Responsibilities

  1. Ensure fraud prevention measures are in place and monitored regularly. Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
  2. Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
  3. Adherence to Afghan NGO Law and Tax Law.
  4. Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times.

 

Project Management

  • Provide strong leadership of the assigned projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local staff.
  • Ensure design of WASH responses and coordinate collection of necessary data, community consultations, etc.
  • Continuously monitor and supervise project activities, overseeing technical design, evaluate progress using qualitative and quantitative data.
  • Ensure continual improvement based on priorities identified through monitoring & evaluation activities with the support of relevant advisors and involvement of the project teams.
  • Ensure accurate and timely reporting as required by internal policies, government regulations and donor requirements, SitReps…
  • Participate in development of best practice guidelines, SOPs and other technical documents.

 

Staff Management

  • Set objectives, follow-up on performance and provide constructive feedback to team members with close cooperation with HR department and PM.
  • Monitors workload, progress and team dynamics while maintain positive atmosphere and confidentiality.
  • Provide coaching and supervision to staff in order to develop ownership and full responsibility for project activities with a focus on effective monitoring, reporting, project cycle and budget management.

 

Financial Management

  • Implement the project according to the Medair project budget and monitor spending with the Medair Budget vs Actual report.
  • Support the PM with cash flow forecasting in a timely manner.
  • Participate to the creation of budget for new proposals

 

Quality Management

  • Ensure project activities are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and Core Humanitarian Standards.
  • Lead the development, ensure adequate testing and coordinate the rollout of all reporting forms, checklists, surveys, etc. needed to capture all data required for quality management, indicator tracking and reporting
  • Ensure a system for data management is being used to track progress indicators, continuously analyze and develop strategies for quality improvement and ensure that expected changes are realized.

 

Communication & Coordination

  • Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
  • Meet regularly with PM to collaborate in assessing progress, strategy and quality improvements between and across sectors.
  • Maintain regular contact with the relevant advisors and support department heads.
  • In coordination with PM, maintain appropriate, regular, transparent and supportive communication structures with relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.

 

 Logistics

  • Input to the procurement plan and ensure purchase requests are submitted in a timely manner to ensure project activities are delivered according to the work plan.
  • Engage with the logs department staff and processes for supply chain, primarily through the relevant documents (purchase requests, stock request, stock reports and waybills).

Job Requirements:

Education

  • Bachelor/master’s in engineering

 

Work Experience

  • More than three years’ experience in WASH project management and totally 5 years in Engineering field
  • Experience in writing reports in English

 

Languages

  • Fluent in spoken & written Pashto
  • Excellent English oral and written skills

 

Computer

  • Ease with MS Excel and MS Word
  • Experience working with cloud-based file management.
  • Proficiency in AutoCAD, Water GEMs
