About Première Urgence - Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

 

پی یو ای ام آی که در سطح جهان به نام پی یو آی شناخته میشود یک اداره غیردولتی، غیرانتفاعی، غیرسیاسی و غیر مذهبی مدد رسان بین ا لمللی میباشد.

تیم های  پی یو ای ام آی متعهد به حمایت  و کمک جوامع و جمعیت های آسیب پذیر به انهاییکه در اإثر منازعات- حوادث طبیعی و رکود اقتصادی منزوی شده اند میباشد.  هدف عمده پی یو ای ام آی کمک در کاهش مرگ و میر -کمک عاجل به اعاده و بازیابی حیثیت ووقار  انهاییکه در نیاز فوری قرار دارند میباشد.

 ماموریت افغانستان  قدیمی  ترین مآموریت پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های پی یو ای ام آی در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه واش و خدمات  تردیدات یا تروما را ارایه میدارد.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

 در سطح جهان موسسه پی یو آی در 23 مملکت  جهان به  6 میلیون نفر  در 5 قاره افریقا- آسیا- شرق میانه- امریکای لاتین و اروپا کمک مینماید.

Job Descriptions:

General Responsibilities

Program Support and Implementation:

  • SDP Strategy: Contribute to the development and execution of the Safe and Dignified Programing Strategy, in line with PUI engagements, ensuring protection and Gender Mainstreaming, gender equality and other cross cutting themes are clearly articulated and measurable, based on gaps and priorities’ analysis.
  • Support to Safe and Accountable Programming Development: Help develop and refine the Safe and dignified Programming strategy to ensure Gender, Equity, Diversity, and Inclusion among other themes are included, in close collaboration with Health, MHPSS and Wash departments internally, and with Consortium partners (either national or international).
  • Protection and Gender Mainstreaming in programming: Support the delivery of programs that are safe, effective, responsive, inclusive and informed by gender, age, disability, and diversity considerations, through developing guidance notes and SOPs, strengthening the referral system, engaging project teams’, conducting regular field visits, developing and diffusing resources and checklists applicable to health, MHPSS and WASH programming, etc.
  • Risk Analysis and Gender analysis: Assist in ensuring that project designs prevent, minimize, and mitigate risks, addressing barriers that vulnerable groups may face, thus enhancing their safety and dignity, by conducting regular protection risks analysis and proposing mitigation measures, in a participatory manner. Lead Gender analysis.
  • Documentation and Reporting: Assist in documenting Safe and Dignified Programming assessments and progress, sharing best practices and lessons learned to foster a knowledge-sharing culture within PUI.
  • Monitoring and Evaluation: Support robust monitoring and evaluation of Safe and Dignified Programming activities to assess their impact and effectiveness.
  • Advocacy and Coordination: Support advocacy efforts for safe and dignified programming and gender and protection mainstreaming, engaging with internal and external stakeholders (including Protection cluster, GiHA Working Group, Consortium partners) to align on best practices. Represent PU-AMI within Cluster and Working group’s meetings related to Protection and Gender.
  • Capacity Building: Participate in the development and delivery of training for staff (office and health facilities), partners, and the broader humanitarian community on Safe Programming, Protection and Gender Mainstreaming, along the Senior SDP officer and withPU-AMI task force members.

Safeguarding:

  • Guideline Support: Contribute to the development, implementation, and review of country-specific safeguarding guidelines in coordination with HQ.
  • HR Collaboration: Work closely with HR to ensure integration of safeguarding standards in recruitment and HR policies.
  • IEC/BCC Development: Help develop and disseminate culturally appropriate information, education, and communication (IEC) materials to promote key safeguarding messages.

Staff Management and Development:

  • Management and supervision: Directly supervise the Senior SDP officer
  • Staff Support: Assist in coaching and mentoring staff (office and health facilities) to strengthen their technical capacity, share knowledge, and provide professional development guidance.
  • Performance Management Support: Supervise staff (Senior Safe and Dignified Programing Officer and task force members) by setting clear performance objectives, providing regular feedback, and assisting with performance reviews.
  • Support the SDP Taskforce – Lead the SDP task force to ensure its members are equipped with the needed tools to deliver the needed results based on their TOR.
  • Staff Well-being: Support initiatives to promote and monitor staff care and well-being, in close collaboration with the HR department.

Other Tasks:

Other relevant tasks can also be assigned by the line manager as per needs and changing context.

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

  • Master Degree level diploma in humanitarian project management/ international human rights law /political sciences/social sciences.
  • 5 years’ experience and knowledge in Protection and Gender in the Afghan context.
  • At least 5 years’ experience in protection program management with a minimum of 3 years in a program coordination position or a similar position.
  • Strong experiences as a protection and/or gender trainer and protection tools deliver based on IASC and GPC
  • Strong understanding and experiences of global protection principles
  • Familiarity with protection mainstreaming principles and the “do no harm” approach.
  • Experience in supporting Safe Programming initiatives and working with diverse teams.
  • Strong communication and coordination skills, capable of effectively working with multiple stakeholders.
  • A commitment to promoting gender equality, diversity, and inclusion in humanitarian settings.
  • Ability to work independently, take the initiative and take responsibility in a proactive approach
