About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Position Objective

Support the HAS Dept. in defining and implementing (Liaison and engagement) in Kabul by supporting the Liaison Manager in reporting on official communications and documentations

 

Mission 1: Liaise and have day to day follow up with support & program departments

The Liaison Officer is responsible for:

  • Daily check with support and program departments on official reporting and communications
  • Close follow-up and track on daily basis regarding the reporting system with the sectorial directorates/line ministries s
  • Update the Liaison Manager on the reporting status

Activities:

  • Make sure that all support and program departments  consider the deadlines on the reporting
  • Make sure that there is a clear communication with line ministries regarding the reporting
  • Follow up on the reports and deadlines, which are given by the line directorates/ministries
  • Make sure that all departments consider the deadlines, rule and regulations of the line ministries/directorates

 

Mission 2: coordinate with government authorities and ministries to ensure AAH operates with all legal authorization available for its implementation in Afghanistan

The Liaison Officer is responsible for:

  • Update the Liaison Manager on the reporting status
  • Support the liaison manager by providing all necessary documents for registration and introductions of new projects, which are required for the Ministry of Economy
  • Regular follow-up with the Ministry of Economy on the registration process and make sure that the project is accepted and registered in the portal system
  • Regular update the portal system of the line ministries (support and program sections)

Activities:

  • Make sure that the Liaison Manager is updated on the reporting status and further support is received, if needed
  • Make sure that all program and support departments provide all necessary documents on time for the reporting
  • Regular check and follow up on the project registration and make sure that all departments provide on time feedback if needed.
  • Check the portal system regularly and update it and make sure that all departments provide all necessary data

 

Mission 3: Reporting , mmunications with the line directorates/Ministries, and translation of necessity documents related to the Liaison  

The Liaison Officer is responsible for:

  • Provide regular report to the line ministries/directorates
  • Provide recommendations to the support and program departments, whenever there is a need
  • Follow-up with relevant technical departments on the reports
  • Translate relevant documents with coordination of the relevant departments
  • Provide official letter/s with the line Ministries/directorates
  • In the reporting system of the line ministries/directorates, update the portal system regularly
  • On behalf of the Liaison manager, translate in the meetings with authorities/stake holders when needed

Activities:

  • Make sure that all reports to the line directorates/ministries are provided on time and follow – up with technical departments
  • Close follow-up with the technical departments on the reports and make sure that the technical departments provide all necessary documents/data
  • Make sure that program departments translate the technical aspects of the projects/activities
  • Follow-up with heads of programs/deputy programs and make sure that they provide all necessary documents in the technical committee/s of the line ministries
  • Make sure that there is a clear translation in the official documents in coordination of the technical departments
  • Follow-up with the support and program departments on data, which are reported into the portal system of the line ministries.
  • Make sure there is a proper template in all official communications
  • Whenever there is a need in the meetings, support the liaison team/departments in translations

 

Mission 4: Follow-up and documentations

The Liaison Officer is responsible for:

  • Provide a clear filling system of the communications
  • Follow- up on the project documentations
  • Follow-up on the official communications and documentations
  • Copy and fill all legal documents

Activities:

  • Make sure there is a clear filling system in all official communications
  • Always, make sure that the technical departments receive a copy of official communications related to their work
  • Make sure that there is a proper documentations on the reports
  • Make sure all legal documents are copied and filled
  • Support the Liaison team on the filling system  and documentations

 

Mission 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity

The Liaison Officer is responsible for:

  • Promoting of ACFs Gender Minimum Standards & Child Protection Policies
  • Implementing all work-related activities with a gender, inclusion and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
  • Ensuring and encouraging the incorporation of gender equity principles in all policies and activities
  • Encouraging the participation of all genders in meetings and committees
  • Helping build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability

Job Requirements:

Skills and Resources needed to perform the function

  • Diploma/Bachelor’s degree in Communication, Relations, Political Science, Literature, Public Administration, social Science and any other related field.
  • Minimum 3 year experience in NGOs or Public Sector preferably in field of coordination, liaising, documentation, project management and legal services.
  • Good report-writing skills
  • Good translation skills
  • Must have a strong writing and translation skills
  • Good team interaction and positive attitude
  • Autonomy and flexibility
  • Sense of confidentiality
  • Excellent knowledge English, and national languages
  • Familiar with word, excel and online databases

Qualification/level of study:

  • Bachelor Degree + 2 years higher education in related field and at least 3 years' professional experiences in Liaison and external coordination

Skills required:
