About Just for Afghan Capacity and Knowledge:

Since 2001, the health sector of Afghanistan, with strong support from various donors and development partners, has made remarkable progress in improving the health status of the population. This is particularly in access, coverage, and quality of health services. These key achievements were made possible through improved and effective strategic, institutional, and operational performance of the relatively newly rebuilt health system.   From a dismal of 9 percent in 2002, by 2018, nearly 90 percent of the population had access to health services within a two-hour distance. The downward trends in infant, under-five, and maternal mortality demonstrate good improvement in health outcomes. Trends are also upward in antenatal coverage and institutional deliveries.  The project is aimed to enhance access (economic, physical and social) to basic RMNCH services and to reduce maternal and child mortality rates through establishment of FHH (Family Health Houses) in already selected white areas of Nangarhar and Kunduz provinces. A qualified FHH project officer is required to contribute in achieving the overall goal of the project in an effective and efficient way.

Job Descriptions:

  • Responsible for overall project management on the provincial level from conceptual design to project close-out
  • Conduct the comprehensive community assessment using participatory planning for sustainable development methodology to identify areas meeting the criteria for the establishment of the FHH  in the target locations
  • Conduct Joint supportive supervision mission with local BPHS implementer NGOs, regional UNFPA office, PPHD and MoPH team, and other stakeholders
  • Coordinate FHH-related activities at the Provincial Health Coordination Committee (PHCC)
  • Ensure provision delivery of supply of equipment (Medical and non-medical to 25 FHHs in Nangarhar and Kunduz provinces  in a timely manner as per the action plan
  • Ensure provision of essential RMNCH services such as ANC, Delivery PNC, FP, newborn care, and post-abortion care, services through FHHs
  • Ensure coordination with line management, maintain a broad network of relationships, cooperation, and coordination with the regional UNFPA office, PPHD and NGOs, local government, and communities to ensure integrated and effective implementation of the FHH program
  • Coordination with local BPHS and EPHS implementers and link the nearest BPHS health facility and establish the referral system for complicated cases
  • Develop and implement the project annual plan, and support project staff in planning and implementation as per the planning and reporting guidelines of MoPH.
  • Work closely with PPHDs and PHCCs for Community Midwives mapping and identification of underserved community
  • Undertake regular visits to the project areas (district and villages) of related province sites selection, community mobilization, renovation constructive process, and timely feedback
  • Make sure that the MoPH and donor policies, guidelines, procedures, and manuals regarding the program are implemented at all FHHs.
  • Provide health product consumption reports on a regular basis to donors, MOPH, and JACK
  • Follow-updated entry if needed enter the HMIS Data of FHH-related information in DHIS2.
  • Report all midwives’ attendance reports of all FHHs  on  monthly basis
  • Make sure the training and field visits are conducted in a timely manner.
  • Prepare periodic progress reports as requested by the donor, MoPH, PPHD, supervisor, and JACK central office
  • Perform other duties as assigned by line management.

Job Requirements:

The Candidate must have a Bachelor's Degree, or MD degree from a recognized medical institution

2 years of related experience including (Project Management and Community based health services

Fluency in Pashto and Dari Language is must.

Willingness to work long hours and weekends and complete the deliverables on time

Must have good command of computer skills

Excellent communication and report-writing skills
