Job Descriptions:

Job Purpose:

The DDR (Drug Reduction) Manager will be based at Kabul and roving to Balkh, and Faryab offices and will regularly visit the DATCs (Drug Addiction Treatment Centers) in these regions. S/He will oversee and manage the DATCs team, monitor IMC's (International Medical Corps) partnerships with local entities, and implement MHPSS (Mental Health and Psychosocial Support) / DATCs projects. This role involves providing both remote and in-person support to DATCs Managers, Assistants, MDs, Psychologists, Counselors, Social Workers, and Nurses. The DDR Manager is responsible for achieving DATCs project objectives, outcomes, targets, and indicators. S/He will also support DATCs Managers and Assistants with MHPSS Need Assessments, updating services mapping, adhering to UNODC/WHO guidelines in alignment with MOPH/NDDRD directives, recruitment, development of IEC materials and assessment tools, planning, technical quality control, and reporting.

Main Duties & Responsibilities:

The DDR Manager will be responsible for carrying the following and not limit to:

Program Implementation:

  • Develop detailed project implementation plans and manage the execution of DATCs projects in Faryab, Balkh, and Kabul, ensuring the highest standards and best practices.
  • Assist project managers in developing and executing work plans for project activities.
  • Monitor the progress of DATCs projects, making adjustments as necessary to ensure successful completion, and update monthly project implementation tools.
  • Regularly review the quality of work completed by the teams to ensure it meets project standards, targets, and objectives.
  • Compile and submit biweekly, monthly, and quarterly reports with accurate data to relevant staff and departments.
  • Closely follow up on project indicators, monitor achievements, evaluate impacts, and derive lessons for service enhancement.
  • Represent International Medical Corps at various levels, including community, government, and organizational meetings, sharing information and providing feedback as requested.
  • Hire, orient, and supervise new team members as necessary.
  • Support the DATC project managers in liaison, coordination and collaboration with the logistics team to ensure the understanding and implementation of logistics, financial and administrative systems and policies.
  • Ensure timely procurement of goods and their delivery to project areas in coordination with DATC project managers.

Coordination:

  • Coordinate with MOPH, MHD, NDDR, ANPASH, MHPSS-TWG/DDR TF, local and international NGOs, donor, UN agencies, local Afghan Government Authorities, and other stakeholders to ensure holistic support for project implementation.
  • Ensure maximum visibility of International Medical Corps and donors during project activities.
  • Collaborate with DDR and other relevant stakeholders on knowledge, lesson learned and best practices sharing.
  • In collaboration with security team, ensure compliance with security protocols and policies including reviewing and updating security implication of all program activities.

Human Resource Management and supervision:

  • Supervise, support, and guide project staff to meet project objectives, improve program quality, ensure cultural appropriateness, and adhere to organizational policies, donor requirements, and host government guidelines.
  • Develop and review monthly goals and objectives for projects.

Technical Tasks:

  • Provide technical support for project reports and progress.
  • Ensure project staff follow the capacity-building plan developed by WHO and IMC.
  • Follow up on all technical deliverables and quality assurance of the DDR and MHPSS services by DATCs staff.
  • Develop a strategic plan for the capacity enhancement of all DATCs staff and IMC program staff.
  • Ensure adherence to quality standards set by IASC, IMC, WHO, UNODC, MOPH-NDDRD, and ANPASH.
  • Perform any other priority tasks as assigned by IMC MHPSS TU.

Organizational Responsibilities:

  • Adherence to DRR and MHPSS Policies and standards and SOPs development and implementations accordingly.
  • Supporting the HR team for DATCs Team recruitment process.
  • Coordination with other departments for the integration and enhancing the response services.
  • Contingency planning.
  • Any other task as part of teamwork in the organization.

Job Requirements:

Qualifications:

Essential:

Bachelor’s degree from a recognized University in Psychology, psychiatry specialization, Counselling (preferred), Medicine, or Social science.

Desirable:

Masters degree in any of the mentioned fields.

Experience:

  • At least 3 years of experience of project management position with preference to DDR/ DATC projects.
  • Experience in managing large teams, planning, and organizing skills with strong command of context analysis, security management, networking, and collaboration.
  • Expertise in Microsoft Office including Word, Excel, PowerPoint, and internet is required.
  • Excellent staff management, planning and organizing skills.
  • Communication skills and strong local language correspondence skill. Particularly fluency in English, Dari and Pashtu speaking /writing skills are required.
  • Ability to write logical, clear, and concise reports.

Competency :

  • Belief in human rights including gender equality.
  • Understanding power structures and vulnerabilities.
  • Excellent communication skills, fluent in Dari and English both writing and speaking.
  • Very good computer skills including Microsoft Word, Excel, and Power Point.
  • Excellent interpersonal and leadership skills, ability to work as part of a team, as well as independently.
  • Strong organizational, able to exercise sound judgment and proactive problem-solver.
  • Autonomous, creative with ability to work with limited resources.
  • Good understanding of the project cycle and teamwork.
