Context:

 

Under the overall supervision of the Senior Programme Coordinator -DTM and the direct supervision of DTM Database Officer, the Senior Database Associate DTM will be responsible for supporting all aspects of the development and implementation of DTM databases and application systems, providing data analysis, and disseminating information that can translate into evidence for decision making. As well as on the following activities.

Job Descriptions:

  1. Coordinate the development, implementation and administration of database information systems to gather and process information required for DTM implementation, using industry standard design principles and patterns to attain high re-usability and maintainability.
  2. Support the reporting and analysis of data by creating database structures and views for end user interfaces.
  3. Verify the information and accuracy of the data in the system and monitor that figures entered into the system are the same as captured on the forms during the field assessments, by supporting the automation of data validation mechanisms. Communicate results to the DTM Team Leaders and coordinate with the Data Entry Clerks to solve the identified issues.
  4. Coordinate the design and revision of the tools and the development of forms using KOBO Toolbox.
  5. Design and deploy applications specifically tailored to enhance data collection, processing, and reporting capabilities within DTM. Collaborate closely with HQ ICT to address server-related issues, ensuring efficient application deployment and optimal use of storage space across various units in the organization.
  6. Support developing and implementing proper backup, restore, data validation, and security procedures to ensure data integrity and availability
  7. Support in creating comprehensive documentation and technical reports that clearly outline development processes, system architectures, and data flow. Verify all documentation is accurate, up-to-date, and effectively supports the understanding and replication of technological solutions.
  8. Visit field offices to provide supportive supervision and training of data entry by Enumerators to ensure the quality of data entered into IOM databases.
  9. Ensure adherence to data protection policies following procedures put in place for requests for data changes, access and general database use.
  10. Other tasks assigned by the line manager.

Required Qualifications and Experience

 

Education

  • Bachelor’s degree, equivalent or higher in Information Technology, Computer Science, or related course with four years of relevant experience in data/information management, preferably in crisis and humanitarian situations.

Or

  • High School diploma with six years of relevant experience in data/information management, preferably in crisis and humanitarian situations.

 

Experience

 

Experience with International Organizations, INGO or LNGOs is an advantage.

 

SKILLS

 

  • Good database design and management skills (familiarity with SQL Server, MS Access, Excel)   
  • Solid knowledge of MS Office software products is required (especially MS Access, MS Excel, MS Power-point, MS Word).
  • Backend programming skills (familiarity with one or more of Python, Java, JavaScript, Ruby, C#, and PHP, etc.) is required.
  • Knowledge of interactive visualization software is required (Power BI, Tableau) is an advantage.
  • The understanding of humanitarian indicators and their development is an advantage
  • Good knowledge of GIS systems and supporting software (QGIS, ESRI ArcMap10.2 are required), and experience in the management of spatial/geographic data layers is an advantage.
  • Knowledge/familiarity with: Google Earth, In-Design, Adobe Photoshop, and Illustrator is an advantage.

Languages

  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
