Position Description:

The M&E Officer is tasked with ensuring compliance with the World Bank’s stringent monitoring and evaluation requirements for the WERP project. This role involves assisting the M&E Manager in the creation of data collection tools, analyzing data, and producing reports that will inform project stakeholders, including AKF and the World Bank. Additionally, the officer will implement DACAAR’s Project Monitoring, Evaluation, and Learning (PMEL) system, with particular attention to the gender aspects and community involvement required by the WERP project.

Responsibilities:

  1. WERP Monitoring Implementation: 
  • Oversee the application of the WERP M&E manual, ensuring that field activities align with the planned methodologies. 
  1. Stakeholder Liaison: 
  • Act as the primary representative for DACAAR in M&E discussions with consortium partners, including AKF, and report progress to the DACAAR WERP Project Manager, AKF M& E team and other stakeholders.
  1. Project Monitoring: 
  • Ensure comprehensive monitoring of project implementation processes, focusing on community participation, gender integration, and safe water access.
  1. Data Collection and Analysis:  
  • Lead the development and deployment of M&E tools, including the use of KOBO and other data collection systems, to gather both quantitative and qualitative insights.
  • Supervise baseline, midterm, and end-line assessments, ensuring data validity and triangulation.
  1. Field Oversight: 
  • Conduct regular field visits to monitor project activities, support field staff, and verify data accuracy.
  1. Reporting and Communication: 
  • Prepare and submit timely monitoring reports to internal and external stakeholders, addressing any findings raised by third-party monitors. 
  • Document lessons learned and best practices from the project to inform future initiatives.
  1. Capacity Building: 
  • Provide training to field staff on data collection tools and techniques, ensuring they adhere to the World Bank’s reporting standards.
  1. Any other tasks given by the supervisor.

Job Requirements:

Languages: Oral and written fluency in (English, Dari, Pashto)
