DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. Position Description:

Conduct Technical Surveys, need assessments, design of water supply systems, small-scale irrigation structures, and other construction-related projects. Preparing BOQs/Drawings and supervising the field activities in close consultation with the line manager

Responsibilities:

• Able to design the water supply and sanitation projects.
• Able to conduct technical surveys for the water supply and irrigation projects, considering population density for each type of project properly.
• Prepare design, maps, and technical specifications for all types of water supply systems (Gravity water supply networks, pressure line distribution networks, solar-fed-water supply networks, motorized water supply networks, and other hydro-technical structures).
• Able to inspect the quality of solar water supply systems and materials (solar panels, pumps, inverters, and other accessories).
• Prepare BoQ and Cost estimation for all kinds of designed projects.
• Will design the projects based on the recognized standards.
• Able to design projects using relevant design software (WaterGem, Map source, google map, EPANET, Arc GIS/GIS, etc.).
• Produce technical engineering studies and cost estimates for options analysis, especially for the solar fed-water supply networks.
• Prepare detailed design, calculation, scope of works, specifications, bills of quantities, and drawings of the projects.
• Prepare PRFs of relevant projects, process them further, and also provide all the specifications and full package for the announcement and contracts (assist the procurement).
• In case of need reply to technical design-related quarries and provide justifications.
• Participate in technical bid evaluation and take an active part in it.
• Ensure all the planned technical projects (water supply, irrigation, etc.) are surveyed, designed, processed for the MoU, and shared with the relevant field staff for timely implementation.
• Ensure proper distribution of water/ pressure to all stand taps/household connections in each water supply project.
• Travel to all regions and project sites for practical survey and supervision of the construction projects.
• Provide project design and detailed design-related documents in urgent cases (For emergency projects in a short time).
• Able to collect data by GPS, Total Station (TS), and other survey instruments.
• Share the social and economic concerns of the project with the line manager and provide recommendations to the line manager. Specify quarries of local materials availability.
• Report on each field visit to the line manager.
• The holder of this position must strictly follows the organization existing security policies, procedures, and daily instructions of the safety personnel.
• Any other task given by the Supervisor.

Education/ Qualification and Employment Benefits

Education: Bachelor degree in (BSc) Civil Engineering is required.

Experience: Minimum Three (3) years of experience in relevant field is required.

Other qualifications’ an advantage:

• Experience in technical survey and design of water supply & irrigation structure
• The applicant should be able to use water gems, Ipenet and AutoCAD and other relevant software.
• Good knowledge of excel to enable the applicant to prepare BoQ and other relevant documents
• Being honest and hard worker and having good communication skills

Languages: Oral and written fluency in (English, Dari, Pashto)
