Job Descriptions:

Main Objective: The MEAL Officer will be responsible for the Monitoring, Evaluation, Accountability, and Learning (MEAL) activities of the Afghanistan programme. The MEAL Officer contributes to overall programme quality through the strategic planning and implementation of all MEAL processes and activities required to improve Geneva Call's programme quality over the course of project implementation and ensure and demonstrate positive impact on the protection of civilians. The MEAL Officer is directly responsible for assessing and measuring quality and accountability of Geneva Call engagement work in Afghanistan. The MEAL Officer is also responsible for designing MEAL tools, data collection, analysis, reporting and follow up in collaboration with project teams.

Core Responsibilities:

 

1. Monitoring and Evaluation:

  • Roll out and manage the MEAL mechanism and plans in accordance with Geneva Call’s commitments.
  • Conduct regular field monitoring of program interventions, produce monitoring reports using standardized formats, and facilitate debrief sessions with program staff to develop actionable plans.
  • Assist in developing, updating and reviewing data tracking tools across various projects to ensure data quality, reliability, and consistency, meeting donor and organizational reporting standards.
  • Support the planning and implementation of baseline surveys, monitoring exercises, and impact assessments as needed.
  • Support/lead the development of TORs for MEAL surveys and assessments
  • Liaise and follow up with external research agencies to ensure that assessments meet the objectives and requirements of Geneva Call.
  • Communicate closely with the Programme team to share MEAL findings and explore avenues for improvement of country programming.
  • Support the process of capturing of best practices and lessons learned and maintain a database of learnings to support continuous programme improvement.

2. Accountability and Feedback Mechanism:

  • Establish, manage, and strengthen accountability mechanisms, including capacity building for partner organizations on accountability themes.
  • Establish and manage a Complaint and Feedback Mechanism that enables beneficiaries and communities to register complaints and provide feedback.
  • Maintain a complaints and feedback tracking database, follow up on unresolved complaints, and coordinate with relevant program staff to ensure proper resolution.
  • Assist in conducting preliminary inquiries for serious complaints filed by beneficiaries/communities.

3. Reporting:

  • Prepare regular reports for internal and external on MEAL activities, accountability mechanisms, and project indicators and outcomes.
  • Compile and provide detailed monitoring reports, including key findings and recommendations, to improve program performance.

4. Capacity Building:

  • Work with HR to develop and implement staff development plans focusing on MEAL competencies and capacity-building needs.
  • Organize and conduct training sessions for staff to strengthen their understanding of MEAL processes, accountability mechanisms, data management, and compliance with IHL.
  • Build the capacity of partner organizations by identifying key gaps in the MEAL practices and provide training to address these areas.

5. Data Management:

  • Work closely with the IT team and field staff to store and manage data in shared folders, ensuring efficient access and security.
  • Establish and maintain a tracker to monitor all program activities and feedbacks.

Job Requirements:

Education:

Bachelor's degree in management sciences.

Master’s degree in management sciences would be a plus.

Certification in MEAL is desirable

Work experience:

At least 5 years in a humanitarian/human rights/protection organization in Afghanistan in the area of MEAL

Experience with international organizations is preferred

Technical skills:

  • Strong knowledge of data management and analysis tools.
  • Experience with accountability mechanisms and feedback systems.
  • Capacity for in-depth analysis and reporting - Qualitative and quantitative data collection and data analysis
  • Familiarity with issues of humanitarian affairs and humanitarian frameworks, in particular the Humanitarian norms.
  • Strong reporting and communication skills.
  • Proficiency in MS Office, email in addition to data collection and analysis tools, especially Kobo toolbox, or similar

Languages:

Required: English, Dari and Pashto

Organisation/ Structure

The MEAL Officer works under the supervision of MEAL Coordinator.
