Project Context & Objectives

The MATC is a UN Mine Action Service (UNMAS) supported project, plays a pivotal role in coordinating humanitarian mine action efforts. MATC provides vital technical support in areas such as Quality Management, Operations Coordination, Information Management, Planning and Priority setting, Gender & Diversity Inclusion, as well as Explosive Ordnance Risk Education (EORE) and Victim Assistance (VA) services to the Mine Action Programme of Afghanistan (MAPA) and Directorate of Mine Action Coordination (DMAC).

Role Objectives

The Senior Planning Officer will be responsible for the day to day works in the MATC planning department, maintain the planning data base, manage the MBT work plan through designing and updating the projects, maintain and improve the priority setting, analyze the productivity rates, manage the briefing maps, participate in proposal review, manage project amendments, provide MAPA teams location report and any other reporting. The Planning Officer will work under the direct supervision of the MATC Project Coordinator.

Expected Output

The responsibilities of the Senior Planning Officer will include but are not limited to:
 Maintain the MBT projects work plan by reviewing all projects and updating them once per year.
 Assisting the IPs in developing their annual work plan through preparing timeline, briefing sessions & meetings.
 Maintain the planning database through updating the IPs annual and quarter plan and keep the database updated.
 Assisting the MATC department in developing yearly and 5 years strategic plan.
 Provide amendment letter for adding or changing any hazards into IP project plan.
 Preparing the project matrix for the current year and updating the matrix
on a monthly basis.
 Updating the teams and workforce matrix monthly.
 Add the newly recorded hazards into nearest MBT project on monthly basis.
 Provide the main annual objectives and related activities of planning office to be included in the MATC annual work plan and follow achieving them.
 Developing the MAPA annual Operational Work Plan.
 Entry of pre-plan assessment report to IMSMA database.
 Relocation and tracking of all MAPA assets to ensure that all funding and contract requirements are in accordance to their contracts.
 Providing technical advice and support on planning/Priority setting to mine action organizations.
 Providing technical support to QM department in developing planning AMAS.
 Providing technical support to MATC department in developing concept notes and proposal.
 Conduct planning database clean up on a monthly basis.
 Update the information required for briefing maps & analyses data each quarter, maintain updated maps on walls and circulate a hard copy to each MATC regional office.
 Propose the most priority projects/hazards for VTF and PMWRA and other bilateral funding and take active part in PPSP if required.
 Participate in reviewing the IPs proposals and take active part as a member of proposal review team.
 Review the IPs quarterly and final project narrative report and provide constructive feedback.
 Conduct mid-term review of the IP projects in terms of its progress and discuss any shortfalls with related IP, keep recording the outcome.
 Review productivity rate of MAPA teams annually or any time required & change the remaining MBT projects based on new productivity rate.
 Provide planning data & statistics to any internal and external client whenever required.
 Provide monthly location of the IP teams.
 Verification and review of all Narrative and final reports of IPs projects contracted to support humanitarian work.
 Sharing all hazards query with all IPs and MATC regional offices on monthly base.
 Providing input for MBT, CCM and LM reports.
 Accept any other job relevant task assigned by Project Coordinator.
 Providing technical support to IPs and MATC OPS and QM department if required.
 Take active part and providing technical support to all TWGs.
 Reviewing of AMASs and providing constructive feedback to QM department if required.
 Any other task assigned by the Project Coordinator.

Qualifications Required

 Bachelor’s degree with two (02) years of experience in related fields.
 High School with at least 5 years of mine action experience.
 Experience in mine action field operation and proven knowledge in mine action planning/management.
 Thorough knowledge of AMAS.
 IMSMA knowledge (able to operate IMSMA and make queries).
 Demining and management courses.
 Fluency skills in speaking, reading and writing of English,
 Fluency in speaking, reading and writing of Pashto & Dari is required
