Alongside the Ministry of Public Health, AFGA has been working in the field of Reproductive Health since its inception. AFGA is a fully accredited member of the International Planned Parenthood Federation (IPPF) and an important partner of UNFPA.

A committed team of more than 600 experts are working in 11 provinces of Afghanistan to achieve AFGA goals and objectives. AFGA provides health services to the most vulnerable and hard to reach communities through over 140 service delivery points.  

About Hospital:

AFGA is in the process of establishment of a 20-bed hospital in Kabul, aimed at providing quality Reproductive Health services to mothers and newborns. The hospital will be fully equipped with modern medical equipment, facilities and staffed by experts.

As part of a long-term development plan, hospital services will continuously expand, serving as the central hub for AFGA outreach and small Service Delivery Points (SDPs) to refer patients needing advanced care. The hospital will adhere to national and international standards for patient safety and quality service, ensuring it meets the needs of target communities.

Job Descriptions:

Summary of the job:

The Hospital Manager is responsible for overseeing the overall operations and strategic direction of the hospital. Reporting directly to AFGA Chief Executive Officer or his designee, the Hospital Manager will lead a team of department heads, ensure efficient resource allocation, quality service provision and high-quality patient care standards. This role requires strong leadership skills, financial insight, and the ability to collaborate with various stakeholders to drive the hospital success.

Responsibilities

 

  1. Coordination and Management  

 

  • Establish and maintain good relationships with external stakeholders, such as government agencies, donors, other hospitals and communities.
  • Oversee and monitor the hospital and team security, in close coordination with AFGA security in charge
  • Serve as a liaison between the hospital and senior management team (SMT), providing regular updates on performance and challenges,
  • Develop and implement strategic plans and initiatives to achieve the hospital's goals and objectives.
  • Manage and lead staff meeting, make sure the meetings are efficiently organized, minutes are prepared, circulated and recorded.  
  • Draft policies, standard operating procedures (SOPs) and guidelines for the hospital routine activities such as nursing, midwifery, and other medical fields. These documents should present, discuss and review with AFGA SMT for the finalization.
  • Attend and represent the hospital in all internal and external relevant meetings, discussions and forums including MoPH, Provincial Public Health Directorates (PPHD) and Ministry of Economy (MoEC).
  • Assess the hospital operations and services in terms of quality, effectivity and efficiency and make recommendations to AFGA leadership for improvements.
  1. Technical supervision and follow up

 

  • Oversee and monitor overall operations and management of the hospital, ensuring efficient and effective delivery of healthcare services.
  • Oversees all daily hospital operations, including managing department, coordinating patient flow, maintaining regular compliance, and optimizing resource allocation
  • Collaborate with department heads and medical staff to ensure high-quality patient care and safety.
  • Manage the hospital's budget, including financial planning, monitoring expenses, financial sustainability. and identifying - cost saving opportunities.
  • Technical and methodological support to hospital team, design and develop capacity building plan for hospital staff and follow with head office and stakeholders.
  • Ensure compliance with all applicable healthcare regulations and standards, including those related to patient privacy and safety.
  • Evaluate and implement new technologies and processes to improve operational efficiency and patient outcomes.
  1. Administration, Accounting and Reporting

 

  • Ensure staff attendance and discipline in the hospital and take further steps to ensure improvements.
  • In consultation with AFGA head office, draft and/or update the TORs for all hospital staff and actively take part in the staff recruitment, orientation and trainings.
  • Conduct probationary and annual staff performance review of hospital staff in close coordination with AFGA program and HR teams.
  • Closely monitor hospital expanses and make sure that all expanses are in line with AFGA financial policy and that the accounts clearance is performed with AFGA finance department well in time.
  • Closely monitor the hospital income and make sure the team are well respecting pre set regulations for collecting the fees.
  • Collaborating with the marketing & sales team for expanding the revenue of hospital.
  • Overseeing the preparation of hospital financial reporting to the CEO of AFGA according to the standard format.
  • Analyzing financial statements and providing recommendation for improvement this will include and the profit and loss of the hospital.
  • Provide support to AFGA logistic department on procurement of assets, commodities, medicine and other consumables.
  • Prepare and submit reports to MoPH and PPHD as and when required following the agreed deadlines and formats.

Job Requirements:

  • Holding MD degree from a recognized University. Gynecology and obstetrics will be an advantage   
  • Holding the MPH attested from MoHE, as well Hospital Management Training is preferred.
  • Excellent leadership and management skill and the ability to lead a team of professionals and speak publicly. 
  • Should have the knowledge of preparing guidelines and protocol for treatment
  • Minimum of 5 years of experience in leadership and or management role within a hospital or healthcare setting. Clinical experience is highly recommended.
  • Strong knowledge of healthcare regulations and compliance standards
  • Strong knowledge in increasing hospital revenue and financial reporting.
  • Excellent communication and interpersonal skills with fluency in Dari, Pashto and English (written and spoken).
  • Proven ability to develop and implement strategic plans for hospital operations
  • Should know the MS office programs, outlook and internet using skill
