Kandahar Refugee Organization (KRO) is a national level, non-political, non-profitable, non-governmental organization working for humanitarian and rehabilitation roots in Afghanistan. Further, KRO is an Afghan organization that is committed to the development of the local economy and building local capacity for sustainable development. Thus, we have an established specialized network in many provinces of the country in order to design, implement related activities in the field of food security, research, capacity building, disaster management, and placement.
The Emergency Project Manager will oversee the overall emergency response programme. The project manager will contribute to coordination, quality response, management, and reporting of activities under KRO’s UNWFP-funded emergency food assistance project. You will support and provide technical supervision of emergency response teams in the field to respond to emergency food assistance and coordinating to all emergency preparedness plans, minimum prepared actions, and supervise emergency activities across KRO’s geographical areas (Helmand, Kandahar, Uruzgan and Zabul. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the Program Manager, Access Coordinator, Regional Director, and relevant programme and support departments, including SCOPE, IT, operation, finance and HR.
Responsibilities:
Line management for project taff
Adherence to KRO policies, guidance and procedures
Contribute to the development of Country, Regional and Emergency strategies, initiate and participate in the development of relevant emergency food and cash-based projects
Coordinate and manage emergency food and cash based project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
Implement technical direction and ensure high technical quality of projects
Provide regular progress reports to Program Manager and Regional Director.
Develop and manage project budget and coordinate across region.
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Specific Responsibilities:
1. Programme Development
Ensure availability of up-to-date needs assessment (both target geographical locations and population group) and verification of available data to inform assessment and response design as well as implementation plan.
Responsible for providing timely and methodical updates regarding needs and trends to the program manager, regional director and relevant programme and support team.
Make response recommendations for KRO and/or partners based on evidenced needs.
Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
With the support of Program Manager, collaborate with the regional director and support team on the design and development of programs and proposals, ensuring feasibility and relevance in the context.
Support the consolidation as well as the enhancement of food and cash-based interventions within (and across) emergency responses, where appropriate.
Ensure safe programming principles are embedded in all emergency activities.
2. Emergency Monitoring & Preparedness
Regularly monitor and report on emergency project activities. Using both external and internal information/data, provide updates related to KRO relevant areas, indicators and emergency triggers on a monthly and ad hoc basis.
Responsible for an up-to-date emergency preparedness plan for the regional office, reviewing of minimum preparedness actions on a regular basis.
Responsible for the development, tracking, and monitoring the completion of minimum preparedness actions, operation capacity assessment and providing regular updates to Program Management Team.
Ensure the emergency alert is regularly monitored, communicate with relevant stakeholders (e.g., local authorities, clusters, and donor) to collect information on contextual changes and emergency situations, and raise alerts when needed.
Contribute to the development of operational and programmatic contingency plans that respond to different emergency scenarios identified.
Take leadership in development of capacity building plans, providing and supervision of training to emergency response teams, enhancing the area-based capacity.
3. Programme Management
Overall responsibility for effective and efficient coordination of the emergency preparedness and response programming, including interventions in food, cash and voucher assistance, consistent with the project management (including reporting to the desired quality and standard).
Overall budget management for emergency projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
Take an active role in leading and supervision of emergency programme cycle from alert, CFAC, CFAC referral, community engagement, targeting, SCOPE distributions, post distribution monitoring to monitoring by ensuring technical direction, high technical quality and oversight in implementation, taking into consideration KRO’s project management.
Responsible for providing technical and implementation support and guidance to field-based emergency staff in implementing KRO project(s), including but not limited to providing instructions on the trigger mechanisms, work plans, in close coordination and collaboration with the area management team as well as the relevant departments and Specialists.
Monitor program progress and performance, identify challenges and opportunities in a timely manner, and take corrective actions quickly to ensure objectives are met. Includes undertaking regular and frequent supportive field visits, and monitoring progress of KRO activities.
Strong communication with communities to disseminate information about emergency targeting and responses and obtain relevant information, including feedback in a culturally appropriate manner.
Ensure adequate documentation and data collection during emergency responses.
Support and collaborate with KRO’s Monitoring, Evaluation, Learning and Accountability team in conducting targeting, SCOPE registration, distribution and post distribution monitoring, and relevant analytical activities and ensure the accountability.
Ensure monitoring, evaluation, and learning data is collected, analysed, included in KRO’s MEL and Accountability systems, and used to adapt the emergency programmes as required.
4. Partnership Management
Build and maintain strong relationships with stakeholders, donor, and partners of donor in the same program ensuring effective communication, collaboration, and coordination throughout program implementation.
Work in coordination and collaboration with partners to undertake emergency, needs, feasibility and assessments that will inform stakeholders on KRO programming.
Support partners with technical and operational guidance, and request additional support as required, to ensure smooth implementation of programming.
Deliver training sessions and capacity-building activities to the community, CFAC, stakeholders, ensuring that participants have the necessary skills and knowledge to effectively implement and manage projects.
5. Logistics, Finance, and Human Resource Management
Ensure appropriate financial and logistical KRO systems/ procedures are adhered to within the emergency response program.
Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues/departments.
6. Coordination and Representation
Liaise and coordinate with donor and donor partners in the same projects, local authorities, and beneficiaries in planning and response to emergencies, preparedness, and contextual understanding of areas of operations.
Coordinate with senior representation at regional level and promote strong working relationships with departments, stakeholders and counterparts.
At least 3 years in a humanitarian programming environment / in a senior level project management position.
Previous working experience in implementing emergency programme cycle in complex, fragile, and volatile contexts.
Knowledge and skills in food and cash-based programming.
Emergency response expertise, including emergency food and cash assistance or emergency response mechanisms.
Technical expertise in one of KRO’s Core Competencies (cash, food, WASH, LFS, returnees’ management), is added advantage.
Knowledge of the context in south region.
English language skills are an advantage.
Experience in needs assessment, project monitoring and evaluation, and programme development.
Strong leadership skills and a supportive management style.
Experience of a flexible approach to managing and prioritizing a high and diverse workload.
Proven ability to work effectively across cultures, in sensitive environments, remote area and with stakeholders at all levels.
