The primary responsibility of the Partnership and Liaison Advisor, under the direct supervision of the Chief of Party for the Afghanistan Integrated Youth Activity (AIYA) project, is to manage all partnership and liaison-related activities associated with the project consortium. This includes fostering and maintaining relationships with consortium members, downstream partners, stakeholders, authorities, and donors in accordance with organizational policies. The Advisor will play a key role in collaborating with partners on partnership and liaison matters, ensuring effective communication and alignment of objectives. Additionally, the role involves managing project registrations with the Ministry of Economy (MoEC), following up approval on Memorandums of Understanding (MOUs), submitting relevant documents to line ministries, liaising with sectoral directorates, and organizing meetings to facilitate coordination among stakeholders. The Partnership and Liaison Advisor will also be responsible for translating AIYA project programmatic documents, including reports, official letters, forms, presentations, manuals, guidelines, policy documents, assessment questionnaires, and monitoring and evaluation tools, into the required languages (local languages or English). This includes reviewing and editing correspondence, media briefs, MOUs, and government reports in English, Dari, and Pashto as necessary. Furthermore, the Advisor will conduct capacity-building initiatives for partners to enhance their effectiveness and engagement in the project. Close coordination with the CARE Afghanistan Partnership and Liaison department will be essential during the implementation of these tasks to ensure consistency and compliance with organizational standards.
Liaison and Communication:
1. Serve as the primary point of contact for AIYA project partners and stakeholders.
2. Facilitate regular communication and meetings with partners to discuss AIYA project related Partnership, Liaison and progress matter and seek further collaboration.
3. Preparing the necessary documents and inputs for the project’s registration with Ministry of Economy and work with all partners (Consortium level and downstream) on project registration and process and MOU approvals.
4. Registration and introduction of AIYA project to the Ministry of Economy and other sectoral ministries and provincial level directorates.
5. Preparing the necessary documentation for MoU processing, MoU drafting as per the exact templates of sectoral ministries. Facilitating MoU presentation and feedback addressing with the internal technical teams and dedicated committees at ministries level.
6. Processing the MoU signing procedures in sectoral ministries. Securing the MoU signing process in a speedy manner by maintaining strong coordination with the sectorial ministry and attending all relent MOU review committees.
7. Preparing and facilitating the necessary documents and inputs for the semi-annual reporting to Ministry of Economy. Securing the availability of project verification letters in coordination with field teams, tax clearance certificate/letter and audit report for the fiscal year in coordination with internal teams. Conducting semi-annual reporting to Ministry of Economy. Making sure to address the feedback received on semi-annual reports in coordination with internal teams and the reports are approved at Ministry’s portal.
8. Developing and maintaining good tracking system for MoUs of the project, hard and soft filing, administrative works, departmental level action plans and KPIs.
9. Engagement in meeting appointments and good actors/stakeholders mapping.
10. Maintaining good knowledge on NGOs Law in Afghanistan and the new NGO Activities Coordination Guidelines.
11. Coordinate and support partners team in managing Liasion works and build their capacity.
12. Develop and maintain relationships with key stakeholders, including government entities (MOEC, MOE, MOPH, etc.), local NGOs, community organizations, and international partners. Serve as a point of contact for inquiries from local authorities and partners, ensuring open and continuous communication.
13. Schedule and facilitate regular meetings with partners and stakeholders to discuss AIYA project goals, challenges, and progress and escalate the minutes and messages to the concerned parties.
14. Proactively identify and address potential issues or delays with government bodies or partners, working to resolve them promptly.
15. Conduct regular follow-ups on outstanding issues, approvals, or documentation with government offices to prevent bottlenecks in project implementation.
Partnership follow up, Capacity Building and knowledge sharing:
1. Maintain good collaboration with the existing partners of the project and other stakeholders.
2. Facilitate the due diligence process of the existing partners in the project with close coordination of the Partnership and Liaison department and the chief of party.
3. Facilitate knowledge-sharing sessions between CARE Afghanistan and partner organizations, helping them understand and navigate government processes.
4. Schedule and facilitate regular partnership meetings with partners to discuss project progress, gather feedback, and identify areas for collaboration.
5. Establish a structured process for partners to provide feedback on project implementation, ensuring their voices are heard and integrated into project planning.
6. Identify capacity-building needs of partners and facilitate training and support as necessary.
7. Create and develop resource materials (manuals, SOPs, guides) that partners can use to strengthen their skills and knowledge related to project implementation for partnership and Liaison.
8. Support capacity-building initiatives for local partners, including workshops, training, and mentoring sessions that align with the project’s strategic objectives.
9. Pair experienced staff from CARE with partner organizations for mentoring and support, helping them navigate challenges and improve their organizational practices.
Project Documentation and Compliance Translation and Document Review:
1. Maintain a good and appropriate filing system for the project document both hard and soft copy.
2. Handle the submission of project documents, letters, and reports to sectoral ministries and government offices, ensuring all paperwork meets required standards.
3. Translation of the project programmatic documents, including reports, official letters, forms, presentations, manuals, guidelines, policy documents, assessment questionnaires, and monitoring and evaluation tools, into the required languages (local languages or English).
Field visits to the partner’s location and reporting
1. Conduct Quarterly Field Visits to the partner organizations to provide support in executing partnership and liaison tasks. These visits will also focus on building their capacity through on-the-job training and hands-on assistance in organizational operations.
2. Provide regular updates to CARE management and stakeholders on the outcomes of capacity-building initiatives and partnership activities, highlighting successes and challenges.
3. Contribute to the preparation of annual reports that showcase the impact of capacity-building efforts and knowledge-sharing activities on partner organizations and project outcomes.
