About Première Urgence - Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

 

پی یو ای ام آی که در سطح جهان به نام پی یو آی شناخته میشود یک اداره غیردولتی، غیرانتفاعی، غیرسیاسی و غیر مذهبی مدد رسان بین ا لمللی میباشد.

تیم های  پی یو ای ام آی متعهد به حمایت  و کمک جوامع و جمعیت های آسیب پذیر به انهاییکه در اإثر منازعات- حوادث طبیعی و رکود اقتصادی منزوی شده اند میباشد.  هدف عمده پی یو ای ام آی کمک در کاهش مرگ و میر -کمک عاجل به اعاده و بازیابی حیثیت ووقار  انهاییکه در نیاز فوری قرار دارند میباشد.

 ماموریت افغانستان  قدیمی  ترین مآموریت پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های پی یو ای ام آی در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه واش و خدمات  تردیدات یا تروما را ارایه میدارد.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

Job Descriptions:

Responsibilities and particular assignmentsمسؤلیت ها و وظایف مشخص

  • Responsible for day-to-day supervision/monitoring of HF staff, to ensure quality provision of integrated services at each supported HF.
  • Ensure proper implementation of all relevant SOP’s, standard guidelines and upward reporting, etc.
  • Conduct field visits to HFs at least 4 days per week across delegated HF
  • Technical support and on the Job training to the HF staff in coordination with the relevant specialists.
  • Work closely with HF In-Charge– to ensure quality reporting, stock availability etc. in coordination with relevant specialist and project officer.
  • To liaise with communities
  • Coordination and Reporting is ensured
  • To do monthly report analysis
  • To collect monthly reports from the health facilities, do analysis, cross check and submission to line manager on time.
  • Ensure essential medicine are available at health facility and timely request is submitted through line manager.
  • To ensure all medical and non-medical equipment are available at the health facilities.
  • Ensure attendance of all HF staff.

Objective 1: To supervise health facilities for the improvement of the activities

Activities/main duties

  • Conduct supportive supervision visits using PU-AMI’s “activity supervision tools”, provide on-the-job trainings on identified technical gaps and prepare supervision report with action plans together with relevant specialist and POs. Ensure action plan is shared and followed by HF in-charge.
  • Close F/U of HMIS target charts (EPI, Nutrition, SHR, OPD, etc.) to ensure targets are achieved in a qualitative manner.
  • Follow up and ensuring of quality standards during services provision
  • Ensuring waste management procedures are respected and maintained.
  • Ensure IPC measures are adhered to by all health facility staff.
  • Collect all reports from the MHTs, fixed health facilities and ambulances and make the initial feedback/analysis and cross check with staff
  • Make sure that the medical supply distribution runs in good coordination and meets needs of the population
  • To make sure that Rational Use of Drugs (RUD) and Management of Drugs Supply (MDS) are respecting.
  • Using of standard M&E tools in compliance with MoPH and PU-AMI requirements
  • Ensure relevant SoPs are followed for cash and kits distribution, identify any challenges and take action accordingly
  • Ensure external and internal referral mechanism is in place and ensure severe patients are referred to the higher level of care safely.
  • Strengthen the link between referrals and follow up of beneficiaries from community to health facilities
  • To ensure medical ethics are in place with in all health facilities.
  • Ensure HF is fully equipped with medical and non-medical equipment including relevant reporting tool (HMIS tools) for smooth functioning of the HF.
  • Ensure services are provided to all beneficiaries in a safe and dignified manner.

Objective 2: To liaise with communities

Activities/main duties

  • Organize meeting with representatives of the communities and health shuras.
  • Ensure space is available for provision of health services delivery
  • Ensure communities are involved in decision making process for SDPs, EPI services, MCH services, Nutrition services…etc.
  • Collect data regarding the factors affecting the female beneficiary’s involvement in outdoor activity
  • To establish and develop good mutual understanding, cooperation and trust between PU-AMI and targeted community.
  • Break the gaps between health facility and community to ensure the community is fully informed of the PU-AMI services.

Objective 3: Coordination and Reporting is ensured

Activities/main duties

  • Participate in all coordination meeting when requested
  • Prepare supportive supervision report and action plan as per the findings of the supportive supervision. 
  • Feedback of HMIS reports to MHT staff and make sure all the committees are in place. 
  • Participate in any other task given by Project Officer or and field coordination
  • Supervisor will make sure a good coordination among the HF staff for the better quality of the services.
  • S/he will make a good communication link between the HF and PU-AMI management team (PM, pharmacy, field supervisors etc.).
  • Supervisor will organize regular HF staff meetings for sharing the feedback and attending their routine meetings.
  • Ensure health facilities are conducting regular monthly meeting with health shuras and community concerns will be timely communicated with the line manager.
  • Provide all the valid MoPH guidelines and to ensure all guidelines are present in hard copies in the health facilities.
  • Strengthen coordination among different sectoral supervisors and plan joint supervision visits.
  • Coordinate with relevant authorities regarding outbreaks emergencies and active participation in the response such as assessed the emergencies and outbreak on time and report the line manager.

  • Submit approved/ signed attendance sheet of all HF staff to HR department.
  • Conduct any other task dedicated by PO/ PM/DFC/ DAC/AC

Objective 4: Accountability

  • Contribute to communities’ awareness on CFM, and feedback channels availability and accessibility;
  • Support timely, complete and accurate responses to feedback and complaints;
  • Collect feedback and complaints from health workers, participants, community members, other and report to accountability supervisors, as per the CFM policy (as a channel);
  • Ensure the complaints’ resolutions are implemented at field level (case by case, or general);
  • Adhere to PU-AMI organizational policies (incl. CoC, Child protection policy, anti-fraud and anti-corruption policy, PSEA policy) and report any policy violations, suspicions, or allegations through the whistle-blower mechanism

Qualifications/Requirements

  • MD degree from a recognized university.
  • Having attested documents
  • At least 2 years of experience in BPHS/EPHS
  • Strong knowledge/familiarity of the region.
  • Experience in the provision of trainings.
  • Good knowledge of computer
  • Strong capacity of supervision, monitoring, communication
  • Excellent knowledge of Pashto and Dari
  • Good knowledge of English for the reporting purpose
  • Rigorous, Autonomous, Adaptable and Polyvalent
  • Stress resistant.
