Job Descriptions:

General Duties

  • Ensure learning is shared across all teams of new PRoL protection monitors including general orientation, regular training and mentoring.
  • Maintain open and professional relations with team members, promoting team spirit and overall guidance so that PRoL protection monitors successfully complete their activities and staff training and development activities.
  • Submit weekly reports to PRoL Senior Officer on the work of the protection monitors’ challenges and best practices.
  • Engage closely with the information officer and reporting officer to ensure the quality of data collected and submitted is sufficiently detailed and accurate. Support in the verification of data as required.

Specific Duties:

  • Manage and supervise PRoL monitors with a strong focus on building capacity of staff and improving their learning around monitoring and response.
  • Oversee the implementation of monitoring activities by PRoL monitors.
  • Ensure timely and quality implementation of monitoring assessments by PRoL monitors, including key informant surveys, household level surveys, observations, and as needed focus group discussions (FGDs).
  • Provide guidance and supervision to PRoL monitors on identification of individuals needing referrals or individuals and households meeting the IPA criteria (a serious and immediate protection risk that can be prevented, reduced or mitigated through direct assistance) and ensure timely and effective implementation of assistance (emergency cash or in kind).
  • Support monitors in making referrals and providing IPA, ensure tracking and follow-up of these activities.
  • Support monitors to maintain and regularly update service mapping information of available service providers for referrals.
  • Ensure timely and quality implementation by PRoL monitors of Household Emergency Assessment Tool (HEAT), Rapid Protection Assessments (RPA) and other monitoring assessments.
  • Ensure identification of cases for referrals and IPA according to criteria, implementation and follow-up.
  • Ensure monitors’ information sharing with communities on rights and available services.

Job Requirements:

  • Bachelor’s degree in a relevant field (e.g. social work, sociology, psychology, law)
  • Approximately 3 years of relevant experience, professional technical experience, including 2 years implementing humanitarian protection programs (Protection Monitoring) in emergency/conflict contexts
  • Previous experience working with an NGO or INGO required, experience with programming preferred
  • Experience with protection and Protection Monitoring preferred  
  • Experience in designing and implementing surveys or assessments preferred
  • Strong management and supervisor skills
  • Demonstrated organizational, management and reporting skills.
  • Ability to work well both within a team and independently.
  • Strong communication skills; Demonstrated ability to liaise with partner organizations
  • Ability to work under pressure with competing priorities and deadlines. 
  • Strong problem-solving skills with ability to be flexible, adaptable, and creative in a challenging and fast-moving multicultural environment.
  • Excellent computer skills: MS Word, Excel and Outlook.
  • Fluency in Dari or Pashto (depending on location) and English required, both spoken and written required.
