Job Descriptions:

The incumbent works under supervision of the project manager and is responsible to effectively and proactively assist the supply chain and procurement assessment and MEAL department in carrying out supply chain assessment of PEs in accordance with Procurement law and procedures.

He/She proactively will be responsible to anyalyze, interprete and report all supply chain and procurement related Data of PEs in accordance and will provide the holistic picture of procurement activities in some specific procurement entities.

Specific responsibilities and duties include but are not limited to;

Main duties and Responsibilities:

  • Ensure timely collection, analysis and dissemination of high-quality data through efficient utilization of available sources; put in place strong data quality assurance mechanism and conduct regular data quality assessments;
  • Prepare professional, high-quality daily, monthly, quarterly and final reports for high level audience;
  • Lead and assist in design and development of a functioning ODK and KoBo databases and tools.
  • Formulate the whole cycle of data analysis and convert it into reports;
  • Responsible for ensuring the assessment and certification department maintains a focus on 100% accuracy of outcomes by reviewing and analyzing data.
  • Produce timely, consistent, relevant data reports of TPM activities which can then be converted into comprehensive reports.
  • Promote and develop a critical system for data collection and data integration;
  • Research and utilize best procurement practices and analyze our own service to ensure the best possible outcomes;
  • Review and analyze project process and identity, documents and utilize lessons learned for improved project implementation;
  • Carry out high-quality research and draft superior quality research reports;
  • Work with different departments to ensure the data integrity and fact relevance;
  • Perform complex analysis and problem solving and to work under pressure;
  • Extract and analyze TPM data to support sound procurement decision making processes;
  • Develop standard evaluation and assessment reporting templates;
  • Prepare and review assessment reports for accuracy purposes;
  • Cross check data with the existing facts and make sure data reveals the ground realities;
  • Draft progress reports on implementation of ASK Consulting research projects;
  • Be the focal point for the internal consultations of research and M&E Projects.
  • Monitor and keep record of research team with the comments received from the clients and any other party engaged with the project report review;
  • Draft short memos produce research notes and case studies;
  • On daily bases team management and assigning task to them based on their role and responsibilities in ASK HQ and in regional level;
  • Provide technical assistance and training to the ASK Consulting Staff to design, improve and/or manage project-level performance management plans;
  • Manage the data collection efforts of project staff, enumerators and surveyors, including insuring the adequacy of data collection instruments, the feasibility of data collection plans, the timely collection of data (including surveyors) and the quality of data collected, analyzed and reported to ASK Consulting clients;
  • Responsible for the design, quality, development and completion of the assessments, analysis reports and evaluations, review technical outputs;
  • Ensure that all monitoring and evaluation tasks are completed on time and are of high quality. Carry out additional tasks supporting ASK Consulting Research and M&E project goals and objectives as assigned by the Supervisor;
  • Undertake any other tasks assigned by Supervisor.

Job Requirements:

Education: Bachelor’s degree in Economics, Statistics, Mathematics, Social Science, or in any other relevant field (master’s degree is preferable)

Experience:

Experience in consultancies will highly prefer!

Minimum of 6 years of relevant experience with Government projects, UN Agencies or World Bank funded project in research, survey, M&E, TPM and Supply chain.

At least 3 years of progressively responsible work experience Data analatical and reporting related activities

Knowledge of government rules and/or other internationally accepted procedure is an advantage.
Knowledge of computerized system applied in operational functions is highly desirable.
Knowledge of Evaluation approaches and report development
Knowledge of data aggregation and reporting cycle;

Experience and advanced knowledge of KoBo toolbox, Survey CTO and ODK tools is highly required;

Advanced knowledge of MS Office and SPSS (knowledge of STATA, R and NVivo is an advantage)

Advanced knowledge of spreadsheet and database packages.

Language Requirements:

Fluency in Pashto and Dari; working knowledge of English is highly required.

Core Competencies:

High level of spoken and written proficiency in English is a must

Ability to communicate professionally, effectively and consistently with team members, clients and partners

Excellent interpersonal and communication skills
