ASK Training and Consulting is consulting firm active in supporting the international development and co-operation sector. ASK was officially founded in 2015, in Kabul, Afghanistan, and has been operating since then. Over the past 9 years, ASK has worked with government multilateral institutions, civil society, and private firms to clarify, measure, and improve their results and has been a well-known and established Afghan consulting firm in delivering professional and technical assistance.

ASK Consulting holds a vision to empower businesses, industries and public institutions by enabling them to draw meaningful inferences from data and therefore focuses on statistics, monitoring and evaluation, project management, research and capacity building. It provides timely, reliable and accurate consultancy services and trainings on these topics by following international standards for research activities and sticks to its principles of respecting human rights, cultural diversity, protection of environment and gender equality at all times.  

1.1 ASK’s Expertise

ASK comprises more than 300 professionals who are recognized for their technical excellence. ASK staff represent a range of backgrounds and expertise. This includes PhD and Master-level researchers, evaluators and a wide variety of senior and junior staff with advanced degrees in education and TVET, public health, business administration, health administration, public policy, economics, management, and epidemiology.

ASK's expertise extends from statistics in both qualitative and quantitative research processes (socio-economic, demographics, migration, health, disaster risk reduction, nutrition, education monitoring and evaluation, impact assessment, market and feasibility research, finance, education, labor market and agriculture) to project management, geographical information systems and remote sensing applications.

We are seeking a professional that has strong experience in management of research, survey and M&E projects in Afghanistan. The candidate must have excellent writing skills, be a strong communicator, and the organizational skills requisite to manage M&E and research projects. The Project Manager will work under the supervision of the Research and M&E Director. S/he will be responsible for managing multiple projects related to M&E, research, survey and TPM.

• Plan, manage and coordinate research and M&E projects;
• Develop a wide range of appropriate project plans, research and M&E tools and applicable procedures for monitoring, evaluation and reporting;
• Ensure timely collection, analysis and dissemination of high-quality data through efficient utilization of available sources; put in place strong data quality assurance mechanism and conduct regular data quality assessments;
• Prepare professional, high-quality daily, monthly, quarterly and final reports for high level audience;
• Lead and assist in design and development of a functioning ODK and KoBo databases and tools.
• Review and analyze project process and identity, documents and utilize lessons learned for improved project implementation;
• Carry out high-quality research and draft superior quality research reports;
• Draft progress reports on implementation of ASK Consulting research projects;
• Be the focal point for the internal consultations of research and M&E Projects.
• Monitor and keep record of research team with the comments received from the clients and any other party engaged with the project report review;
• Draft short memos produce research notes and case studies;
• On daily bases team management and assigning task to them based on their role and responsibilities in ASK HQ and in regional level;
• Provide technical assistance and training to the ASK Consulting Staff to design, improve and/or manage project-level performance management plans;
• Contribute substantively to the design and field testing of evaluation methodology, participatory data collection methods and protocols, data verification techniques and other technical evaluation and analysis tasks conducted under the contract;
• Manage the data collection efforts of project staff, enumerators and surveyors, including insuring the adequacy of data collection instruments, the feasibility of data collection plans, the timely collection of data (including surveyors) and the quality of data collected, analyzed and reported to ASK Consulting clients;
• Responsible for the design, quality, development and completion of the assessments, analysis reports and evaluations, review technical outputs;
• Ensure that all monitoring and evaluation tasks are completed on time and are of high quality. Carry out additional tasks supporting ASK Consulting Research and M&E project goals and objectives as assigned by the Supervisor;
• Prepare project proposals in response to RFPs, RFAs, CfPs, and EoIs.
• Prepare both financial and technical proposals and concept note and any other supporting document required
• Undertake any other tasks assigned by Supervisor.

Education: Bachelor’s degree in Economics, Statistics, Mathematics, Social Science, or in any other relevant field (master’s degree is preferable)

Experience:

Experience in consultancies will highly prefer!

Minimum of 6 years of relevant experience in research, survey, M&E, TPM and Supply chain

Experience in external and client relation;

Recent experience in supervising teams;

Experience and advanced knowledge of KoBo toolbox, Survey CTO and ODK tools is highly required;

Advanced knowledge of MS Office and SPSS (knowledge of STATA, R and NVivo is an advantage)

Advanced knowledge of spreadsheet and database packages.

Language Requirements:

Fluency in Pashto and Dari; working knowledge of English is highly required.

Core Competencies:

High level of spoken and written proficiency in English is a must

Ability to communicate professionally, effectively and consistently with team members, clients and partners

Excellent interpersonal and communication skills

Strong teamwork ethics, managerial and collaborative skills
