About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives.

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives: 

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress

Objective 3: Target Population Economic Empowerment Strengthened

Job Descriptions:

The Communications Manager will be responsible for reviewing and maintaining quality control over the Activity’s communications/reporting system and structure. He/she will oversee the design of program results-oriented and current data visual aids that support programming and clearly display the project activities results. The role also involves creating an advanced program communications/reporting training presentation, which will be conducted across all four regions of the project activities to ensure that all regional staff are competent and familiar with project reporting standards and the importance of focusing on results-oriented data. He/she will be instrumental in maintaining a strong and positive project image and effectively capturing and disseminating the project's achievements and lessons to support ongoing learning and improvement.

 

Scope of Work

The duties of the position include but are not limited to the following:

  • Identify and implement project’s internal and external reporting and communications procedures with a focus on increased quality and advanced Infographics that promote the project activities results.
  • Identify key audiences for project communications; design and carry out rapid assessment of communication channels most utilized by key audiences to inform communications strategy, including audience segmentation and communication approaches for reaching target audiences. 
  • Collaborate with the project technical team to ensure integration of communications and knowledge management activities that complement and report on program activities. 
  • Develop and execute the project’s overall communications strategy, catering for both internal and external stakeholders.  
  • Lead the communications prospect of the project's activities, achievements, and lessons learned, ensuring that project outcomes are effectively shared with relevant stakeholders and contribute to the project's overall success and impact. 
  • Develop communications materials including weekly talking points and presentations, website content, fact sheets, presentations, reports, photo-reporting and other collateral materials that effectively showcase the project's impact, lessons learned, and good practices. 
  • Provide support to the technical team members in relation to branding and marketing strategies and planning for project beneficiaries, grantees, and/or subcontractors to obtain all required DOC approvals from USAID.
  • Work with technical and security team to ensure communications are nuanced for the local context, ensuring the promotion of local ownership, and managing the identification of USAID in a way that does not overshadow the role of local government or negatively impact the perception of the activity.
  • Represent the project activities to USAID’s Communications team to ensure Activity is aligned with USAID communication priorities and the Branding Implementation and Marking Plan is current and up to date with any required changes.  
  • Oversee the design of program visual infographics that depict program results.
  • Other duties as assigned by the Chief of Party.

Job Requirements:

  • An advanced degree in communications, management, international relations, public administration, economics, or other relevant field is required or bachelor’s degree plus 5 years of relevant experience, master’s degree plus 3 years of relevant experience, and a PHD degree plus 1 year of relevant experience is required.
  • Five years of experience working on donor-funded projects in a related role with supervisory, and project management experience is preferred.
  • Experience conducting interviews and writing success stories that showcase project milestones.
  • Experience creating and leading social media content and solid understanding of social media analytics.
  • Demonstrated experience in creating/drafting success stories related to agriculture value chains, gender equity and women’s empowerment-related projects.
  • Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer/designing software’s.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
