About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives. 

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:   

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains  

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress 

             Objective 3: Target Population Economic Empowerment Strengthened 

Job Descriptions:

The Procurement & Subcontracts Manager will work closely with the Grant, Procurement and Subcontracts Director and Technical Teams to identify the Project’s procurement needs. He or she will be responsible for gathering complete procurement and subcontracts related backup documentation and auditing the information prior to submission to finance team. Responsible for contract management, dispute resolution, managing interpersonal relationships and communication, and investigating/following up on vendor/contracting issues.

 

  1. Scope of Work

The duties of the position include but are not limited to the following:

  • Lead/support management of subcontractors and procurement of goods and services in compliance with USAID and DAI policies.
  • Develop acquisition planning reports and presents to Grants, Procurement and Subcontracts Director on a quarterly basis at a minimum, or more often as required. 
  • Monitor and track procurement activities and delivery status of goods/services.
  • Ensure complete backup documentation for procurement purchases is submitted to the project’s finance team.
  • Conduct daily reviews of procurement related backup documentation to ensure completeness, accuracy, and compliance.  
  • Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance. 
  • Ensure integrity, fairness, accuracy, and openness in procurement processes.
  • Ensure DAI/USAID and FAR policies, and procedures are followed and enforced.
  • Help project staff become more familiar, and understand, DAI policies and procedures as related to procurement by conducting trainings or other methods as necessary.
  • Enforce use of DAI’s operations & procurement system (TAMIS), maintain electronic procurement records & files in various DAI’s system platforms.
  • Manage procurement processes for all procurement and subcontracts activities, including determining procurement requirements, ensuring the most appropriate procurement methods are used, and ensuring transparent processes are utilized.
  • Oversee solicitation bids and quotes from vendors in adherence with policies & approved requisitions and quarterly procurement plans.
  • Ensure pricing information is accurate and aligns with acquisition policies and conduct price/cost/reasonability analyses, review requisition documentation, cost estimates and statements of work,
  • Determine source selection methods for complex procurement to ensure compliance.
  • Serve as a non-voting chairperson on evaluation committees in accordance with DAI policies/procedures and thresholds.
  • Ensure compliance with DAI, USAID and RFAR requirements on sub-contract closure and /termination. 
  • Prepare cost evaluation data, and source selection documentation. 
  • Oversee project subcontracts and ensure are in compliance with DAI, USAID and local labor law regulations.
  • Draft and issue Request for Proposals (RFPs) and/or Invitation for Bids (IFBs), conduct pre-award responsibility and financial review of potential subcontracts.
  • Issue subcontracts, purchase orders, task orders, and amendments, explaining terms, conditions, roles, and responsibilities.    
  • Ensure/process and track of procurement and subcontract’s invoices.
  • Supervise a team of procurement and subcontracts officers.
  • The Procurement and Subcontracts Manager will be based in Kabul with frequent travel to regional offices and the field.
  • Other duties as assigned by the Grants, Subcontracts & Procurement Director.

Job Requirements:

  • An advanced degree in finance, human resources management, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 5 years of relevant experience and a master’s degree plus 3 years of relevant experience is required.
  • Five years of experience working on donor-funded projects in a related role with supervisory experience is preferred.
  • Demonstrated experience working with diverse teams in a fast-paced environment.
  • Experience leading and managing the procurement and subcontracts aspects of USAID projects, including a demonstrated understanding of applicable procurement and subcontracts-related USG contracting regulations.
  • Knowledge of USG and FAR regulations and procurement and acquisition aspects of USAID-funded activities strongly preferred.
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, grants, subcontracts agreements) is preferred.
  • Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related vendors.
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
