HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:

Key Responsibilities:

  1. Hospital Leadership and Management:
    • Ensure the effective management, administration, and supervision of the provincial hospital.
    • Build, lead, and guide a qualified hospital management team.
    • Maintain operational control and ensure continuous improvement in hospital services.
  2. Stakeholder Relations:
    • Represent the hospital in meetings with stakeholders including UNICEF, WHO, Health Cluster, MoPH/PHD, and other key partners.
    • Coordinate with MOPH, donors, NGOs, UN agencies, and relevant institutions to support hospital objectives and community health needs.
  3. Hospital Board and Community Engagement:
    • Actively participate in Hospital Community Board meetings and take appropriate actions as needed.
    • Foster and maintain positive relations with the community.
  4. Staff Development and Performance Management:
    • Oversee performance appraisals and training needs assessments for all hospital staff.
    • Ensure that relevant training programs, skills development, and knowledge transfer activities are conducted.
  5. Policy Implementation:
    • Ensure that hospital policies, guidelines, and procedures (including human resource and operational policies) are properly implemented.
    • Monitor compliance with organizational, MoPH, and donor standards.
  6. Reporting and Data Management:
    • Ensure timely and accurate preparation of reports on hospital operations, performance, and compliance.
    • Conduct monthly reviews of HMIS data, KPIs, and quality indicators, and present findings to key hospital staff.
    • Ensure data accuracy, consistency, and safety in hospital systems, maintaining an organized and secure filing system.
  7. Quality and Compliance Monitoring:
    • Ensure that hospital operations comply with all regulatory standards, including MoPH guidelines, donor requirements, and hospital protocols.
    • Supervise hospital departments such as Administration, HR, Finance, Nursing, Pharmacy, and HMIS using standard checklists.
    • Conduct regular internal controls and audits to ensure accountability and the rational use of resources (e.g., medicines, equipment).
  8. Procurement and Resource Management:
    • Oversee and manage procurement processes, including medical supplies, equipment, and recruitment of hospital staff.
    • Ensure a functional plan for equipment maintenance and management, and that it is followed by the relevant staff.
  9. Risk Management and Safety:
    • Ensure safety protocols for staff, patients, and hospital assets are implemented.
    • Conduct regular supervision and enforce SOPs and risk mitigation measures.
  10. Referral and Caseload Management:
    • Coordinate with the BPHS team to manage patient referrals and caseloads in accordance with MoPH guidelines.
    • Ensure appropriate staff coverage during night shifts and ensure the hospital is operational at all times.
  1. Hospital Development and Strategic Planning:
    • Oversee the development and regular review of strategic plans for hospital growth, service improvement, and capacity building.
    • Track and report on hospital performance against key performance indicators (KPIs), visualizing progress and achievements.
  1. Internal Capacity Building and Support:
    • Organize internal capacity-building sessions for management and clinical staff.
    • Provide technical support to the District Health (DH) team as needed.

Job Requirements:

    • Master’s degree in Public Health or a related field with at least 5 years of proven experience in hospital management or public health management.
    • Or a Medical degree (from a recognized institution) with at least 10 years of proven experience in hospital management or public health management.
  • Experience:
    • Minimum of 5 years in a senior hospital management role, or equivalent experience in public health management positions.
    • Demonstrated experience in hospital administration, performance management, and stakeholder coordination.
  • Skills and Competencies:
    • Excellent communication and interpersonal skills, with the ability to lead and motivate a diverse team.
    • Strong organizational and time-management skills, able to prioritize and work under pressure.
    • Well-versed in MS Office Suite (Word, Excel, PowerPoint) and hospital data management systems.
    • Experience with hospital-related reporting and the EPHS (Essential Package of Health Services) package.
    • Ability to work long hours, including occasional evenings and weekends.
  • Languages:
    • Proficient in written and verbal English and local languages.
