About HMLO

Human Management and Leadership Organization (HMLO) is a national, non-governmental, and non-profit civil society organization established in December 2020 under the Ministry of Economy of Afghanistan. Headquartered in Kabul, HMLO aims to empower Afghanistan’s war-affected communities by providing quality social services to the most marginalized groups. Founded by a group of compassionate nationalists, the organization envisions a society enriched with civility, tolerance, and respect for rights. Initially engaging in voluntary efforts, HMLO evolved into a structured entity conducting impactful interventions in education, health, women and youth empowerment, governance, emergency response, and human rights. Its initiatives prioritize capacity building and service delivery, ensuring local involvement at the grassroots level. With partnerships with USAID, WHO, UN-WOMEN, and various Afghan ministries, HMLO continues to address the needs of poverty-stricken communities while fostering peace, development, and inclusivity across Afghan society.

The project seeks to deliver essential healthcare services, including maternal and child health, to returnee populations in Kandahar through Mobile Health Teams (MHTs). The midwife will play a critical role in ensuring safe maternal and newborn care, promoting reproductive health, and addressing the unique needs of women and children in underserved communities.

2. Job Purpose

To provide comprehensive maternal, neonatal, and reproductive health services, conduct deliveries when required, and offer health education to improve the health and wellbeing of women and children among the returnee populations.

Key Responsibilities and Duties

Maternal and Neonatal Care

1. Provide antenatal care (ANC) services, including assessments, counseling, and monitoring of pregnancies.
2. Conduct safe deliveries when necessary and ensure proper referral of high-risk cases.
3. Provide postnatal care (PNC) services to mothers and newborns, including monitoring for complications.
4. Administer essential newborn care, including resuscitation, cord care, and breastfeeding support.

Reproductive Health Services

5. Offer family planning counseling and services, including contraceptive distribution.
6. Manage and treat basic gynecological issues as per organizational protocols.
7. Provide care and support to survivors of gender-based violence (GBV) with confidentiality and compassion.

Health Education and Advocacy

8. Conduct community health education sessions on maternal and child health, nutrition, and hygiene.
9. Promote awareness of antenatal, postnatal, and reproductive health services available through the MHT.

Team Collaboration

10. Work collaboratively with other MHT members, including physicians, nurses, and community health workers, to deliver integrated healthcare services.
11. Participate in team planning and debriefing sessions to improve service delivery.

Patient Records and Reporting

12. Maintain accurate and confidential patient records, including ANC, PNC, and delivery registers.
13. Submit regular reports on the number of consultations, deliveries, and health education sessions conducted to the Team Leader.

Logistics and Coordination

14. Ensure proper handling, storage, and use of midwifery supplies, medications, and equipment.
15. Identify supply needs and communicate them to the logistics team in a timely manner.

4. Qualifications and Experience

• Education: Diploma or Degree in Midwifery with a valid license to practice in Afghanistan.
• Experience: Minimum of 1 years of experience in maternal and reproductive health services, preferably in a community-based or mobile healthcare setting.
• Skills:
  • Strong knowledge of antenatal, postnatal, and delivery care.
  • Excellent interpersonal and counseling skills.
  • Familiarity with MoPH and WHO maternal health guidelines.
• Languages: Fluency in Pashto and Dari; basic understanding of English is an advantage.

6. Key Deliverables

1. Provide ANC and PNC services to at least X women monthly.
2. Conduct safe deliveries and refer complicated cases to higher-level facilities as needed.
3. Facilitate at least 1 community health education sessions per month.
4. Ensure proper documentation of all services and timely submission of reports.

7. Work Conditions

• The position is field-based, requiring frequent travel to remote locations in Kandahar, Baghlan, Kunduz
• Adaptability to challenging work conditions and irregular working hours is necessary.

8. Contract Terms

• Duration: 7 months (with the possibility of extension based on performance and funding availability).
