About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

Job Descriptions:

  • MAIN RESPONSIBILITIES AND TASKS
  • Engage with HR Manager, Community Health Programs, Clinical Service departments, Provincial Health Program team and regional Capacity building Officers, to understand their training needs and requirements.
  • Facilitate discussions to gather input and insights from internal stakeholders regarding capacity-building priorities for clinical and non-clinical staff.
  • Based on findings from the capacity needs assessment, develop a training plan and ensure its timely implementation.
  • Collaborate with key institutions FMIC, Aga Khan University Hospital to create engaging and effective training content, presentations, and resources.
  • Coordinate with department heads and team leaders to determine suitable dates and times for training sessions.
  • Ensure that the appropriate staff members are introduced to the relevant training programs and avoiding the assignment of any one staff member to multiple training sessions simultaneously.
  • Ensure that training sessions are scheduled in a way that minimizes disruptions to daily operations and maximizes participant attendance.
  • Communicate the training schedule to HR Manager, Community Health Programs, Clinical Service departments, Provincial Health Program team and regional Capacity building Officers, providing clear instructions and reminders regarding session dates, times, and locations.
  • Monitor and adjust the training schedule as needed, considering any unforeseen circumstances or changes
  • Maintain a comprehensive training tracker to record and track the training activities and progress of staff members within the PHT-KBL.
  • Ensure that the Lead and other key personnel are involved in the decision-making process for training schedules, allowing them to provide insights and suggestions on how to minimize operational impact at PHT.
  • Seek input and advice from the Lead regarding critical operational periods, high-priority projects, or other time-sensitive activities that may be affected by training sessions at PHT.
  • Plan, organize, and coordinate all logistical arrangements such as venue selection, equipment setup, and catering.
  • Coordinate with HR and relevant internal stakeholders to develop standardized templates for collecting necessary information related to participant details, and training evaluations.
  • Share networks, synergies across the region with capacity building personnel.
  • Collaborate closely with HR to ensure timely communication of the training schedule, allowing them to arrange appropriate staff coverage during training sessions.
  • Ensure that the training tracker is regularly updated with accurate and up-to-date information, including participant details, training programs attended, completion dates, and any certifications or qualifications earned.
  • Manage participant registration, communication, and logistics.
  • Preparing the budget for training participants, which includes transportation, meals, accommodation, taxi fare, and other related expenses, in accordance with the AKHS, A administration and finance policy.
  • Providing, following up and payment of the per diem cost to staff (if applicable) and training cost to relevant training centres.
  • Effectively manage all budget items related to trainings and capacity buildings to ensure spending is timely and in accordance with donor requirement.
  • Prepare and report the variance in any training activity from the baseline plan prepared for donor reporting.
  • Follow up and arrange trainings under all grants and projects to meet the deadlines.
  • Coordinate visas for nominated staffs and process their logistics arrangements with the operations and admin department.
  • Carry out any other program related tasks assigned by the line manager.

Job Requirements:

Education:

Minimum bachelor’s degree in training and development, Organizational Development, Human Resources or equivalent experience. MD is preferred.

Work Experience:

Minimum 3 years of relevant officer level experience.

Good understanding of Capacity building Programme development.

        Skills:

Technical Skills: Excellent computer skills in PowerPoint, Excel and word document, able to work independently and can take initiative.

Other Skills: Language proficiency in spoken and written Dari, Pashto, and excellent knowledge of English language is required.

        Personal Characteristics:  Flexible team player, tactfulness, clear understanding of the              working context.
