Program Description: The USAID funded Urban Health Initiative (UHI) Program’s goal is to improve health outcomes of people living in urban areas, particularly focusing on the health of women and children and other vulnerable populations. Interventions aim to increase demand, access and quality of health services. Lead by Jhpiego and implemented by a dynamic consortium of organizations, UHI is implemented in five cities in Afghanistan – Kabul, Herat, Mazar-e-Sharif, Jalalabad and Kandahar.
Position Overview:
The Anti-Microbial Resistance/ System Specialist will lead the program's technical approach to
strengthening Urban Health in Afghanistan for the rational use of drugs, and for informing the
program design and implementation in support of antimicrobial resistance (AMR) and vaccines.
S/he will work with the technical team, E- mentorship Senior Officer, and the field implementation
team to ensure Anti-Microbial resistance/ System ECHO sessions are conducted based on UHI
strategy and plan. S/he will provide direct support to the existing ECHO team for coordination,
development, and presentation of the Anti-Microbial resistance/ System ECHO session in the UHI
Hub and Spoke site. S/he will assist in the care of patients with antimicrobial resistance through the
ECHO platform and will provide technical support to UHI program activities in five cities. This
includes working with Project ECHO, a UHI Consortium partner, to identify, plan, and implement
capacity-building support in assuring antimicrobial resistance including strengthening and
compliance with Standard Treatment Guidelines. As key personnel on the activity, s/he is
accountable for technical activity design and delivery across the UHI project area in 5 cities of
Afghanistan.

Anti- Microbial Resistance Specialist Responsibilities:
• Developing country regulation oriented Anti-Microbial Resistance/ System technical
guideline
• Provide technical support for antimicrobial stewardship initiatives in UHI-supported
facilities
• Develop work plans to integrate Anti-Microbial Resistance/ System activities within Clinical
Specialists’ work plan and in the ECHO sessions,
• Ensure quality implementation of Anti-Microbial Resistance/ System activities through
ECHO Platform
• Develop evidence-based clinical training materials and standards, supervisory systems,
and other required tools for implementation of AMS in UHI-supported health facilities and in
the community health structure,
• Train and coach, the UHI technical specialists and their mentees,
• Collaborate with health authorities to ensure uptake of the activities with quality, and
ensure rational use of antimicrobials and AMR programming, while adhering to national
guidelines.
• Lead AMR activities, design plans to track data and results, document successes and
challenges, and fulfill reporting requirements.
• Ensure all learning materials, job aids, and quality tools are aligned with up-to-date clinical
evidence as well as with existing MoPH & international policies and guidelines,
• Participate in the project’s internal meetings and share challenges and lessons learned in
implementing activities in areas of technical expertise,
• Identify and disseminate best practices and new technical strategies and approaches in
areas of expertise,
• Coordinate the development of evidence-based clinical training materials and standards,
supervisory systems, and other materials needed for implementation,
• Provide technical oversight and ensure appropriate support and preparation for learning
activities
• Write technical reports, facilitate inter-sectoral collaboration, and develop IEC materials to
be used at community and facility level
• Advanced university degree in medicine, or a related field
• At least 3-5 years of relevant experience in antimicrobial resistance, including surveillance,
prevention/control management, and One Health approach
• Previous experience with leading or coordinating a clinical team
Technical and Functional Requirements:
• Ability to work successfully in teams, across a diverse team in a complex environment with
multiple tasks, short deadlines, and intense pressure to perform
• Strong skills in facilitation, team building and coordination
• Excellent interpersonal and communication skills including strong writing, analytical, and
communication skills in Dari, Pashtu, and English (preferable)
• Excellent writing skills in English
• Knowledge of international and national frameworks to address antimicrobial resistance
• Knowledge of pharmaceutical product regulations in Afghanistan
• Excellent computer skills: knowledge of MS Word, Outlook, Excel, and email/internet software
