About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

 

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

 

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

 

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

Job Descriptions:

  • MAIN RESPONSIBILITIES AND TASKS
  • Responsible for the supportive supervision, corrective feedback/follow up measures and on the job training of HFs staff related to his/her cluster.
  • Responsible to follow up of technical and operation (finance, HR, logistic) needs and requirement
  • Follow a developed plan of action and give early notice in case of deviations.
  • Visit, support, supervise and manage all clinics of his/her cluster on monthly basis, and ensure that activities are implemented according to BPHS Project requirements.
  • To ensure that health activities are in accordance with plans and regulations. Any deviation or difficulty should, when possible, be solved together with the concerned health facility staff.
  • To take note of the previous records made during the supervisory visits to health facilities.
  • To examine the clinic performance and its impact on improving the health situation in the community.
  • Establish proper mechanism for ensuring consistency and accuracy of HMIS data in his/her related HFs including P4P analysis, data management and verification.
  • To ensure HF’s functionality according to HFs functionality assessment checklist.
  • To follow previous supervision findings of his/her related HFs and ask HF in-charge and other staff for their actions.
  • To ensure provision of quality health services through regular implementation of HNMC,NMC ,HQIP/IP, follow up implementation of QQM( QQC  continent quality care ,and using vignettes) in all related HFs.
  • To identify the shortage of medical and non-medical items in the HFs and share with DTM for urgent action.
  • To encourage the clinic staff to form a good relationship with the community and local authorities.
  •  Check and control of attendance book, running costs, registers, and leave forms.
  • To be able to do rapid assessment in case of emergencies or outbreaks of diseases, coordinate and report it to the project office for further help.
  • To assist the clinic in establishing health shura and work toward broad community participation in maintenance and support for the clinic.
  • To evaluate medicine stock and whenever is necessary collect and redistribute surplus medicine between clinics.
  • To participate in NIDs and joint monitoring visits with MoPH, PPHD, and other stakeholders.
  • Enable community health Shura on assessment and evaluation of the HFs.
  • To develop monthly, quarterly, and yearly plans of action for the visit of the clinics in the designated area of responsibilities.
  • Assist the line supervisor in the development of a local work plan, budget, and proper reporting.
  • To carry out training need assessment of the staff.
  • To assess the individual staff performance at the clinic, introduce staff in need of further training to the health training center and carry out on job training at the clinic.
  • Assist HFs staff to update the inventory lists of HFs every six months.
  • To participate in health Shura’s meetings and CHWs debriefing days’ meetings.
  • To check and certify the outreach activity of vaccinators.
  • To certify the list of night duties for the HFs.
  • Prepare a weekly report of the cluster every Thursday and share it with PM/DTM.
  • He/she spent more than 50% of his/her official time will be in the field level for supervision of (HFs)
  • Any other duties as may be required by the management.

Job Requirements:

Education:University degree in MD

Experience:

  • At least 3 years’ experience in (Cluster supervisor, health Supervisor, or Monitoring officer and experience in BPHS related HFs as a head of HF) in NGOs (preferably in implementation of BPHS/EPHS and health projects). 

 

Skills:  

  • He/she has received related BPHS/EPHS component training in the past.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in Dari and/or Pashto, both written and spoken, English knowledge will be privilege.
  • Good Interpersonal and communication skills.
  • Supervisory, team worker, and analytical skills.
  • Ability and willingness to travel to all HFs located in his/her cluster.
  • Honest, proactive, and well-mannered.

 Technical Skills: Excellent computer skills in PowerPoint, Excel and word document, able to  c   work independently and can take initiative.

Other Skills: Language proficiency in spoken and written Dari, Pashto, and excellent knowledge of English language is required.

Personal Characteristics:To be confident, agile and gender responsive.
