About AKHS-A (Aga Khan Health Service-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.

AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.

Job Descriptions:

  • MAIN RESPONSIBILITIES AND TASKS
  • Assist in regular maintenance of office / guesthouse premises, office equipment, furniture/fixture in coordination with the relevant user departments and contractors/service providers
  • Be responsible and coordinate with regional offices for inventory management as well as physical verification as per inventory policy
  • Maintain Inventory of all facilities at AKHS-A and have a ready report for print and submission at end of each month and quarterly basis
  • Arrange quarterly/semi-annual/annual report of inventory for each donor separately
  • Consolidate the inventory of all AKHS, A facilities at the end of each quarter, semi-annual and yearly, keep record of its soft copy and print a booklet
  • To keep record of all inventories and other activities in a systematic way per the Administration policy
  • Visit regions and carryout physical inventory verification each quarter, and share the physical verification report of assets twice a year as per the inventory policy
  • Updating inventories as per policy every three months and to provide tag numbers and labelling to the organization’s assets and share the updating inventory lists with all concerns on timely manners, as needed
  • Responsible to compile all the inventory lists of AKHS-A, and to maintain and run a database for all the assets
  • Responsible to keep update the vehicle, generators and motor bikes current status and records in the format
  • Carry-on the customs clearance of each shipment and coordinate with AKDN-Diplomatic office for further process to Ministry of Foreign Affairs, Ministry of Economy, Customs & Revenue department and all other governmental agencies
  • Review & confirm the Customs Invoices, Packing Lists, Bill of Lading/Airway bills and other related customs documents for customs clearance process
  • Directly deal with Ministry of Economy and Customs & Revenue department as well as Kabul Airport Customs department for any shipment outside the country and process the customs clearance
  • Release of each shipment from Customs & Revenue department as well as Kabul Airport Customs department and have proper record of all customs clearance’s documents in hard and soft
  • Get import permission for any medical or non-medical shipment from the related governmental agencies and keep the record in soft and hard
  • Do the sample check with governmental agencies and get the sample check document of the shipment – if needed, and submit the documents for final process of the customs clearance then release the shipment
  • Carryout the WEBOC and processing of each shipment via the customs department (including user and password via ASYCUDA)
  • Carry on dispatch of medical and non-medical items to the regions and record the waybill with delivery note of each shipment on timely manner
     
  • Rent vehicles and reserve seats during the road travel of colleagues to the regions for official purposes
     
  • Assist in guest house management and responsible for accommodation reservation in hotels for staff
  • Supervise the Admin & Logistics Officers & Assistants, Storekeeper, Technician, Drivers, Cooks and Cleaners
  • Assist the line supervisor in any other day to day tasks
  • Carry out any other tasks assigned by Head of Administration & Procurement.

Job Requirements:

Education: Bachelor’s degree in business administration or related from a reputable university.

Experience: Five years of relevant work experience in managing Administration, Inventory and Logistics with reputable NGOs.

Skills: Proven ability in Logistics, Customs Clearance, Maintenance, Transportation and Shipping. A good Computer skill, Ms Office Programs, Access is preferable.

Technical Skills: Related job experience

Other Skills: Fluency in English and Local Language(s)

Proven excellent interpersonal skills, honesty, punctuality and commitment, working under pressure and long hours. Flexible team player, innovative and clear understanding of the working context. To be able to travel inside and outside of the country as and when needed
