Position Summary:
The Senior Officer Learning and Content Development is a project-based and full-time position based at WC’s Kabul Office under the Piloting and Scaling-up of Model Education Technology (EdTech) project (mainly covering Bamiyan, Kunduz, Baghlan, Laghman, Nangarhar provinces). The position holder will spend a minimum of 40% of official time in the field throughout the year. The post holder, as a member of the EPU will be responsible for ensuring the highest quality of content including teaching and learning materials, educational videos, training manuals, implementing quality assurance processes, and contributing to continuous improvement measures and initiatives
Specific duties and responsibilities:

Supervisory Tasks:
- Provide guidance and support to Edtech officers to ensure effective execution of quality assurance processes.
- Assist in developing and monitoring/reviewing guidelines and manuals for quality improvement in target schools and ensure their smooth implementation at EPU and RMOs levels in close cooperation with Education Project Teams.
- Monitor the quality and implementation of the quality assurance through regular and planned visits with clear objectives and provide feedback and (technical) advice to the field staff.
Technical Tasks:
- Contribute effectively to the planning and reporting of EdTech project activities in line with project goals and objectives.
- Review and quality check of educational content including teaching and learning materials, educational videos, and training manuals prior to adding/pushing them to the EdTech system.
- In collaboration with the Edtech officers to collect and compile data for all activities related to the Edtech project, analyze the data and compile narrative reports for submission to EPM.
- Liaise with Edtech officers at the Provincial level to ensure improved teaching and learning processes in all forms of Edtech intervention.
- Compile brief monthly reports showing the progress of the quality component of the project.
- Work closely with the project coordinator in documenting the success and best practices of the Edtech interventions for sharing with the Government and other agencies.
- Work closely with the project officers to collect, compile and record the project data according to the Education Program Directives.
- Have up-to-date knowledge of the evaluation reports, and relevant research findings pertaining to the Edtech issues and guide the EPU about how the recommendations can be incorporated into future interventions.
- Take part in developing the Annual Report and Annual Work Plan and Budget pertaining to project activities.
- Supervise and train project officers on the use of equipment and supplies by teachers and students including children with disabilities in target schools.
- Monitor target schools/training sessions jointly with the EdTech Officers at RMOs and share the main findings with all Project teams.
- In collaboration with the Edtech officers, collect data and information needed for Enrichment of contents of the Edtech application.
- Make sure that all Contents are available in Pashto and Dari languages.
- Ensure the quality of all contents prior to uploading them to EdTech application and websites.
- Ensure good quality and standardization of the teaching and learning equipment and materials for target schools that are procured and supplied to RMOs.
- Record output level progress of educational interventions at EPU and RMOs level and update the Action Plan Database on quarterly basis.
Finance tasks:
- Keep on regular Budget Follow Up of the EdTech component of the Program in consultation and cooperation with the Education Project Managers (EPMs).
- Conduct the unit cost analysis of the target students on a yearly basis.
Training tasks:
- Capacitate project officers on the use of EdTech application and cascade training to teachers in target schools.
- In collaboration with the Education Project teams at the RMOs level, develop innovative, needs-based training initiatives for the capacity building of Teachers and project staff.
- Build the capacity of teachers and project staff through on-the-job training.
- In collaboration with the EdTech Officers, support and cooperate with trainers in arranging and conducting training for teachers, and Provincial and District Education Directorate (PED/DED) staff.
Tasks of intra-organisational relations:
- Participate in meetings, workshops, seminars and conferences organized by WC management, when and where required.
- Attend all EPU’s internal meetings, quarterly review meetings, planning workshops, trainings and workshops.
- Assist the M&E Unit in developing and updating the education data in the WC Database especially related to the Edtech project
Tasks of relation with external agencies:
- Maintain good cooperation with the UN agencies, NGOs and other Stakeholders who are involved in the Education sector.
- Enhance Education Program communication with the main actors in the field of Education at national level.
- Contribute actively to ensuring broad understanding and acceptance of the Education Program specifically and WC in general, by central/provincial/local authorities.
- Establish relations with the MoE General Education Directorate, particularly with the Basic Education Department.
