About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Purpose of the position

Under the direct supervision of the Deputy Food Security and Livelihood Program Manager, the agriculture officer will be responsible for implementation of all aspects of the agricultural activities at all targeted districts in Badakhshan province.

 

Mission 1: Implement of Agriculture activities in targeted communities:

The Agriculture officer is responsible for:

  • Participate in all surveys (intervention area selection surveys, baseline, endline, post-harvesting survey) as well as beneficiaries’ selection process.
  • Carry out household surveys according to defined methodologies.
  • Participate in the beneficiaries’ selection process.
  • Conduct sensitization and mobilization training to the communities before each distribution
  • Ensure consistency of collected information.
  • Participate to the distribution of agriculture inputs (wheat seeds, fertilizer, vegetable seed and tools, and greenhouse inputs and installation) in the selected villages and households based on a prepared list given.
  • Keep all the records of agriculture activities, and input delivery /supply and ensure the quality and quantity of inputs according to the logistic contract.
  • Conducting of agriculture training to the farmers and to greenhouses and small garden owners who received the agriculture inputs (Wheat seeds, fertilizer, vegetable seed and tools and greenhouses inputs).
  • Monitoring of greenhouse installation in all targeted districts, which will be installed by beneficiaries with the strong support of agriculture officers
  • Report any problems and constraints during the distribution of agricultural and horticultural inputs.
  • Provide various technical field information for the beneficiaries about wheat seeds cultivation, vegetable seed cultivation and inform the beneficiaries that the distributed seeds or not for feeding or for home consumption at HH level and provide them technical advises on regular basis.
  • Ensure accountability towards beneficiaries, especially through the distribution of hotline cards and explanation of the complaints and feedback mechanism
  • Collect required data from beneficiaries on regular basis and report to the FSL supervisor and FSL PM
  • Report the activities on daily, weekly and monthly basis to FSL supervisor and FSL PM
  • Report any issue to the FSL  PM regarding beneficiaries or agriculture sector in general
  • Participate actively in ToT and debriefing. 
  • Propose possible improvements at all stage of the activity for agriculture inputs, greenhouses and for vegetable package
  • Act as a link between the Organization and the beneficiaries
  • Explain the project’s activities and objectives to local stockholders, communities and to beneficiaries 
  • Must be prepared to work and daily travel to field and distribution sites

 

Mission 2: Represent ACF

The Agriculture officer is responsible for:

  • The professional image of his ACF programme and activities
  • Respect for the principles and values of ACF in the framework of the partnership
  • Respect ACF charter
  • Respect humanitarian general principles
  • Develop contacts and explain to stakeholders and to populations the activities and the objectives of the programs;
  • Represent the organisation with the beneficiaries with the agreement of the hierarchical supervisor
  • Inform local authorities about all aspects of the programs
  • Involve and inform the communities in the implementation of the program
  • Work in collaboration with the stakeholders.
  • Respect beneficiaries and communities at all times

 

Mission 3: Be available for any other activities according to the program needs

Skills required:

Experience:

  • At least 2 years of working experience in related livelihood response program implemented by local or International Organization.
  • Strong previous experiences in the agriculture field (greenhouses installation, agriculture inputs distribution, having in horticultural crops management is an asset )
  • Strong previous experience in needs assessment in agriculture activities
  • Mobile data collection Experience is desired.
  • Strong previous experience in mobilization and problem solving skills
  • Previous experience in greenhouses installation projects
  • Experience in community mobilization considering the local context.
  • Good experience in IPM is required

 

Required skills:

• Very good technical skills in agriculture and horticulture  

• Very good knowledge of greenhouse installation is required

• Previous work experience in crop production projects is required

• Good negotiation skills in both community and local government level.

• Knowledge and previous experience in the field of agriculture projects  implementation

Languages: Medium in English. Fluent in Dari (written, spoken, read). Fluent in Pashto (written, spoken, read).

Computer skills:  Microsoft office package and data entry skills

 

Profile, Skills & Qualifications

  • Previous significant experience in food security, and especially in agriculture (agronomy and horticulture) is an asset
  • Previous experience with ACF and knowledge of ACF procedures is an asset
  • Candidate applying for the position of Agriculture officers must have university degree in Agriculture is preferred horticulture and agronomic practices
  • Excellent communication skill of the local languages.
