Job Descriptions:

General Position Summary

 Under the umbrella of the Program Performance and Quality (PaQ) unit The MEL and CARM Officer is responsible for implementing monitoring, evaluation, learning (MEL), and community accountability and reporting mechanisms (CARM) for the designated activities. This role includes ensuring high-quality data collection, analysis, reporting, and fostering adaptive management strategies based on findings, and response to all feedback cases within the program, for activities implemented. The MEL and CARM Officer will ensure responding directly to all feedback concerns and complaints raised by program participants.

Essential Responsibilities MEL Specific responsibilities:

· Develop relevant MEL tools consistent with Mercy Corps MEL Policy.

 · Conduct site visits to assess program implementation strengths and weaknesses.

 · Participate in data collection activities such as baseline assessments and evaluations.

 · Analyze survey data under the direction of the MEL Coordinator and Country MEL Manager.

 · Prepare reports for internal circulation regarding program progress and findings.

 · Maintain MEL documentation adhering to Mercy Corps' Program Management Minimum Standards.

· Facilitate learning mechanisms in response to monitoring findings.

 · Translate MEL tools into local languages as required.

 · Assist in data entry into MEL databases as necessary.

 · Provide technical assistance to program staff on MEL data collection tools.

 · Develop capacity-building sessions for program teams on monitoring and evaluation practices.

· Ensure compliance with "Do No Harm" principles during monitoring activities. Assess the progress of the program’s progress and its impact on communities by gathering and analyzing data from the target areas.

  Specific responsibilities.

 · Ensure that the MEL and CARM standards are applied and followed throughout the implementation of the program interventions.

· Develop tools to support the project team in maintaining accountability standards.

· Oversee the CARM hotline for feedback from targeted communities regarding project interventions.

· Update the MEL and CARM plan and tools according to donor requirements and humanitarian principles.

· Ensure that program has at least three active, context-appropriate feedback channels informed by community preferences and by following proper procedures.

· Collect all feedback received via different available feedback channels, like hotline number, face-face (help desk) and suggestion boxes in intervention sites in both Kandahar and Helmand provinces.

 · Ensure closure of all feedback cases by following up closely with relevant team members.

· Assisting the MEL and CARM Manager in analyzing trends and preparing monthly/bi-monthly reports.

 · Contact informants who provided non-anonymous feedback to inform them about case resolution and collect data on overall satisfaction.

· Support the CARM Manager in tasks related to community engagement, sensitization and distributing IEC materials across all intervention sites.

· Comply with and ensure compliance of global data protection and privacy standards such as while confidentially receiving, following up, and reporting on CARM feedback received.

Job Requirements:

Knowledge and Experience:

· Bachelor’s degree in social sciences, engineering, economics, or related field.

 · Minimum of 2-3 years’ experience in MEL and Accountability initiatives or project management.

· Proficient in quantitative and qualitative data analysis.

· Experience in building staff capacity through training or workshops.

 · Familiarity with MEL technology for data collection and analysis.

· Strong organizational skills with the ability to manage multiple priorities efficiently.

· Proficient in English and Dari; knowledge of Pashto is desirable.

· Excellent Computer skills: proficiency in MS Office package, and strong knowledge of database management is required.

 · High level of self-awareness and self-development with the maturity to deal with constructive feedback.
