Job Descriptions:

Under the overall supervision of the Programme Coordinator (Community Engagement and Accountability) and direct supervision of the Program Officer (Community Engagement and Accountability), the incumbent will support the development of Community Action Plans and assist to facilitate the mainstreaming of Community Engagement and Accountability approaches across IOM Afghanistan programming.

Job Requirements:

Core Functions / Responsibilities:

  1. Support the delivery of project activities across all stages of Community Engagement and Accountability (CEA) processes and initiatives, including community-based assessment and participatory planning, community mobilization, and awareness raising and other accountability to affected populations (AAP) initiatives and mechanisms.
  2. Monitor and assist to maintain inclusiveness and gender-sensitive approaches in all project activities, facilitate mobilization of female participants throughout community-based activities, facilitate participation of women in community dialogue and consultation.
  3. Work in close coordination and cooperation with implementing partners; civil society groups; NGOs, international organizations; and private sector actors.
  4. Build the capacity of CEA teams in the sub-offices to work in an integrated manner and effectively deliver assigned outputs.
  5. Supervise and guide the work of CEA teams in the sub-offices throughout the project lifecycle and ensure effective communication with thematic leads, regional coordinators and management in Kabul.
  6. Facilitate the implementation of Community Action Plans (CAPs) through capacity building, stakeholder coordination and direct engagement in assessment and consultation processes.
  7. Review and provide comprehensive, multi-sectoral guidance and feedback on Community Action Plan outputs, project proposals and feasibility studies produced at sub-office level.
  8. Work in close coordination and cooperation with different units within IOM Afghanistan to ensure internal referrals and efficient delivery of project activities based on programmatic units’ expertise.
  9. Contribute to adequate monitoring, analysis and reporting on trends and information on returns and reintegration.
  10. Facilitate the mainstreaming of Accountability to Affected Populations (AAP) approaches and mechanisms on a sub-office level, including the implementation of community outreach and community feedback mechanisms (CfM).
  11. Actively identify challenges and constraints faced by field teams, and support in their resolution in coordination with the CEA Program Officer and CEA Program Coordinator.
  12. Regularly report on field activities, project progress and achievements.
  13. Support, when needed, the arrangement of meetings; staff travel; and other logistical issues; prepare purchase requests, payment requests, vouchers and other necessary documents concerning the project in a timely and accurate manner.
  14. Undertake site visits and duty travel as required.
  15. Perform other duties that may be assigned.

Required Qualifications and Experience

Education

Bachelor’s degree in political science, Social Science, Economics, Public Administration, or a related field from an accredited academic institution with four years of relevant professional experience.

Or

High School diploma with six years of relevant professional experience

 

Experience

At least three (3) years of relevant professional experience in participatory processes and project implementation in technical areas of the project, including return, reintegration, community development and engagement.

Proven ability to establish and maintain strong working relations and lead, motivate teams and cooperate with relevant stakeholders and community counterparts, international organizations, implementing partners and private sector entities.

Experience with international organizations, UN agencies, (international) non-governmental organizations is preferred.

Experience in team supervision (preferably in multicultural environment set-up) is required.

Work experience in Herat or other provinces in the Western region would be of advantage.

Experience working with staff from diverse environments and managing teams remotely.

SKILLS

  • In-depth knowledge of the broad range of migration related subject areas dealt with by IOM.
  • In-depth knowledge of project lifecycle management, including project identification, implementation, and monitoring and evaluation. 
  • Demonstrated experience in stakeholder liaison, in-depth community engagement, conflict analysis and mitigation.
  • Knowledge of urban and development policies and plans at local and national levels.
  • Knowledge of UN and bilateral donor programming.
  • Excellent computer skills, especially in MS Office remote working applications such as MS Word, MS Teams, MS SharePoint, etc.
  • Demonstrated ability to work with minimal supervision and demonstrate high level of initiative, perseverance, and professional commitment to achieve high-quality results.
  • Outstanding written and verbal communication skills.
  • Strong supervisory and organizational skills.

Languages

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
