About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.  AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status.  The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Descriptions:

Job Purpose

The overall purpose of the Central Deputy Coordinator is to support Central Region Cluster Coordinator to effectively support the CRC to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent and effective response by partners in the sub national nutrition cluster.

The Afghanistan Nutrition Cluster was created in 2008 after the country adopted the IASC cluster system following recommendations by the Humanitarian Country Team (HCT) when the global food price crisis led to increased food insecurity at household level in many vulnerable Afghan communities. The main objective of the cluster system establishment in the country was to strengthen humanitarian coordination and ensure a predictable and accountable nutrition response as part of the humanitarian reform that was started in 2005. The nutrition cluster has evolved since then providing more guidance on nutrition response to both man-made and natural hazards the country deals with constantly.

The Nutrition cluster is currently functional and well established at national level, with five sub national clusters at the zonal level in Central, eastern, western, Northern, and southern regions, holding regular scheduled meetings and calling extraordinary and adhoc meetings when necessary. The nutrition cluster is led by UNICEF with the support from NGOs as guided by the IASC. Through a Letter of Agreement, Action Against Hunger seconds a National Deputy Cluster Coordinator to UNICEF.

Effective and efficient cluster management is a shared responsibility held by all Nutrition Cluster partners.  The Sub-national Nutrition Cluster is chaired by the Sub-national Nutrition Cluster Coordinator as the impartial representative of the cluster as a whole and is responsible for the day-to-day coordination and facilitation of the work of the nutrition cluster. The Chair will ensure that partners participate in, assume their minimum commitments to the Nutrition Cluster and place Affected Populations at the center of action. The Nutrition Cluster Deputy Coordinator is from the NGOs represented at the sub-national level.  The Central Region Nutrition Subnational Cluster Deputy Coordinator will be expected to work with the Central Region Nutrition Subnational Cluster Coordinator in leading Nutrition subcluster operations.

 

Mission 1: Informing strategic decision-making for the humanitarian response

  • Contribute to the development of Central Region Cluster strategies and plans at sub national level and in providing technical input into relevant regional plans to ensure the emergency nutrition response is appropriately addressed following strong coordination to identify and address gaps and duplications.
  • Needs assessment and gap analysis (across other sectors and within the sector)
  • Analysis to identify and address (emerging) gaps, obstacles, duplication, and cross-cutting issues.
  • Prioritization, grounded in response analysis.
  • Support the regional Sub-Cluster Nutrition Cluster Focal points (Ministry of Public Health-MoPH, UNICEF & NGO), and nutrition partners to participate in nutrition surveillance system and related response planning, ensuring that they are age and gender sensitive, using standardized tools and methods; and in coordination and/or collaboration with other sectors.

 

Mission 2: Support Coordination of cluster activities in collaboration with all stakeholders

  • Support the strengthen inter-cluster coordination at regional level particularly with Food Security & Livelihoods, WASH, Health, Protection and Education Clusters to facilitate a comprehensive approach for addressing the issue of undernutrition in Central Region.
  • Attend Humanitarian Cluster Coordination RHT/ICCG meetings.
  • Attend WG meetings whenever possible to ensure the coordination with the Central Region Nutrition Cluster and follow up of action points.
  • Explore and identify appropriate new partners to engage in emergency nutrition in Central Region, respecting their respective mandates and program priorities and facilitate the active engagement of these agencies in the cluster at sub national level.
  • Ensure that sub-national cluster coordination meetings are ongoing on regular basis and ensure link between discussions at sub-national and national levels.

 

Mission 3: Monitor the nutrition partners activities

  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with the government and other counterparts.
  • Enhance programme data analysis for action at subnational level.
  • Participate and keep record of reports on surveys and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Work closely and collaboratively with colleagues and partners to discuss facts and concerns found from monitoring. Provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision-making.

Job Requirements:

SKILLS & EXPERIENCES REQUIRED FOR THE JOB

Education

  • University degree in one of the following fields is required:  nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field

 

Experience

  • A minimum of five years of professional experience in Afghanistan (Central Region preferred) in or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health/nutrition care.
  • Experience in health/nutrition programme/project development and management an NGO organization or UN system is an asset

 

Technical skills

  • Excellent communication and presentation skills
  • Has a good knowledge and understanding of the Afghanistan Nutrition and Health System, sectoral priorities and the context.
  • Professional in written and spoken English.
  • Ability to work in partnership with local implementing partners, line ministries.

 

Transverse skills

Managerial skills

  • Highly developed management and leadership skills.
  • Strong flexibility is required in terms of mobility & working hours.
