General Position Summary:
The Human Resources Assistant will assist Provincail HR Officer for HR functions particularly related to recruitment, contract management, induction and Orientation, salary and compensation management, training & Development, Performance Management and Staff Separation formalities in order to provide effective HR Support to the RI Afghanistan. The HR Assistant will be responsible for providing administrative support to the HR department and ensuring compliance with RI policies and procedures and HR best practice throughout the HR functions. The HR Assistant will also assist in providing advice and guidance to staff and managers on HR policies and procedures related to various HR functions.
ESSENTIAL RESPONSIBILITIES AND DUTIES
Recruitment and Selection:
Assist in coordinating the recruitment process from advertising to hiring, ensuring timely and efficient delivery of services.
Assist in reviewing job descriptions and vacancy announcements for accuracy and completeness before posting on relevant platforms.
Assist in screening applications and shortlisting candidates according to the selection criteria and RI values.
Assist in scheduling and conducting interviews with candidates, either in person or remotely, using competency-based questions and tools.
Assist in conducting reference checks and background checks for selected candidates as per RI policy.
Assist in preparing offer letters and contracts for successful candidates and ensuring proper orientation and induction.
Assist in maintaining accurate and updated records of all recruitment activities, including applicant tracking system, recruitment tracker, interview notes, etc.
Contract Management
Assist in preparing and issuing contracts for new and existing staff according to RI policies and procedures and donor requirements.
Assist in monitoring and tracking contract expiry dates and initiating contract renewals or extensions as per RI policy.
Assist in ensuring that all staff contracts are signed by the authorized signatories and filed properly both electronically and physically.
Assist in maintaining accurate and updated records of all staff contracts, including contract amendments, terminations, leaves, etc.
Orientation and Induction:
Assist in preparing and updating the induction and orientation materials for new staff according to RI policies and procedures and organizational culture.
Assist in coordinating and facilitating induction and orientation sessions for new staff on various topics such as RI vision, mission, values, code of conduct, policies, procedures, systems, etc.
Assist in monitoring and evaluating the effectiveness and impact of induction and orientation sessions and providing feedback and recommendations for improvement.
Assist in maintaining accurate and updated records of all induction and orientation activities, including attendance sheets, evaluation forms, certificates, etc.
Payroll and Compensation Management:
Assist in preparing and updating the salary scale for RI Afghanistan according to RI policies and procedures.
Assist in ensuring that all staff are paid according to their contracts and the salary scale.
Assist in processing payroll for all staff on a monthly basis ensuring accuracy and timeliness of payments.
Responsible to collecting timely time sheets from all staff and field offices.
Assist in preparing and issuing payslips for all staff on a monthly basis.
Training and Development:
Assist in conducting training needs assessment for all staff
Assist in developing and implementing annual training plans and budgets based on the training needs assessment and RI strategic objectives.
Assist in monitoring and evaluating the effectiveness and impact of trainings and providing feedback and recommendations for improvement.
Assist in maintaining accurate and updated records of all training and development activities, including attendance sheets, evaluation forms, certificates, etc.
Performance Management:
Assist in preparing and updating the performance management tools and guidelines for RI Afghanistan according to RI policies and procedures and organizational objectives.
Assist in coordinating and facilitating performance management sessions for staff on various topics such as setting SMART objectives, giving and receiving feedback, conducting appraisals, identifying learning needs, etc.
Assist in monitoring and evaluating the effectiveness and impact of performance management sessions and providing feedback and recommendations for improvement.
Staff Separation
Assist in coordinating and facilitating the staff separation process for staff who resign, retire or are terminated due to various reasons.
Assist in ensuring that staff submit their resignation letters or receive their termination letters according to RI policies and procedures and local labor laws.
Assist in conducting exit interviews with departing staff and collecting feedback on their experience with RI.
Assist in preparing and issuing various documents such as experience certificates, relieving letters, clearance forms, etc.
Assist in calculating and processing the final settlement of dues for departing staff according to RI policies and procedures and local labor laws.
Assist in ensuring that staff return all RI assets and equipment before leaving the organization.
Assist in maintaining accurate and updated records of all staff separation activities, including resignation letters, termination letters, exit interviews, final settlements, etc.
HR General Administration:
Provide general administrative support to the HR department, such as filing, scanning, photocopying, etc.
Maintain and update the HR database and personnel files for all staff according to RI policies and procedures and data protection standards.
Prepare and issue various HR documents such as contracts, letters, certificates, ID cards, etc.
Assist in the implementation of HR policies and procedures and ensure that staff are aware of and adhere to them.
Respond to routine HR queries from staff and managers and escalate complex issues to the HR Officer or the HR Coordinator as appropriate.
Assist in the coordination of staff welfare activities such as staff meetings, events, celebrations, etc.
Assist in the management of staff leave records and ensure that leave requests are approved and recorded properly.
Assist in the management of staff attendance records and ensure that timesheets are submitted and verified on time.
Ensure compliance with RI policies and procedures, donor requirements, local labor laws and ethical standards throughout the HR functions.
Perform any other duties as assigned by the HR Officer or the HR Manager.
Safeguarding and Security
Ensure compliance with security procedures and policies as determined by country leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies.
Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.

Direct experience of organizing large scale recruitment.
Ability to prioritize and deal with competing demands.
Previous experience of staff supervision and capacity building.
Well-developed conceptual, critical, and analytical thinking with the ability to convey complex information in a straightforward way and influencing this to a wider audience.
Fluent spoken and written English.
