Job Purpose

Reporting to Child Protection Manager, the Child Protection officer will be responsible for implementation of all planned activities under Provision of Community Based CP and Psychosocial Support Services for Crisis and Disaster Affected Communities in the targeted regions of Afghanistan in collaboration with the Site manager. He/She will be based in IMC provincial offices but will be involved in frequent travel to project targeted sites to provide technical support, supervise, review and document progress, challenges in the field.

The Child Protection Officer will also be responsible for providing technical support and capacity building to overall child protection activities such as parenting session, recreational activities, case management, community engagement, logistical/financial support in the field in collaboration with Site Manager and CP manager and organize project related trainings and maintain close relationship with relevant stakeholders such as community, camps/settlements, district and provincial authorities, UN agencies and Clusters, INGOs and NGOs. He/She also supports the field team developing weekly and monthly planning, progress reporting and resolving problems in the field.

CP Officer with the support of Social Workers/CP caseworkers/CFS facilitators will provide CP Case Management including identifying individual cases of vulnerable children who have experienced or are at a high risk of experiencing neglect, exploitation, violence, and/or abuse at home, at school, and/or in their community. In cooperation with community leaders Community based Child Protection Committees (CBCPCs), District Child Protection Action Committee (d-CPAC), and Child Protection Action Network (CPAN) members they will secure referrals to service providers offering legal, financial, health, in-kind, and other services.

Main Duties & Responsibilities

The Child Protection Officer will be responsible for carrying the following and not limit to:

• Planning, and supervision of CP activities in the field, supervise the team to ensure that all planned activities are carried out on time.
• Ensure that the CP activities are implemented following standard procedures and sensitivity to avoid negative impact in the field.
• Strengthen case management (CPIMS+ Primero) and referral system and to improve data management system within the targeted working areas.
• Conduct frequent field visits to project sites and CFSs.
• Organize and facilitate project related trainings.
• Work with teams and communities to develop appropriate prevention and awareness raising in the targeted provinces.
• Collect progress updates for the field team, prepare biweekly, monthly and quarterly reports on time and submit to line manager.
• Work closely with logistic and security department and ensure necessary logistical/administrative and security processes and protocols for the field team.
• Represents International Medical Corps and the CP project component at local and provincial level in coordination with line manager; attend meetings, sharing information and providing feedback when requested.

• Actively participate in CPAC/CP AoR, working groups, taskforces, and contribute to interagency initiatives and promote International Medical Corps
• Ensure maximum visibility of International Medical Corps and donors while implementing the project activities.

• Supervise, support and guide the field team and other project staff such as CP Caseworkers, CFS facilitators and social workers in the provinces to ensure project objectives are met, to improve program quality, cultural appropriateness and adheres organizational policies and procedures, donor requirements and host government guidelines.

• Technical Support to CP team in conducting prevention and response activities in the field, referral of CP survivors and conducting trainings for other integrated project staff in the targeted provinces.
• Work closely with MEAL team and manage data collection tools.
• Assist in establishing CP Referral network among CP Actors
• Establish and support working group in the provinces and conduct regular meetings with CP case workers in-person and online and stakeholders
• Establish CBCPC, CG and d-CPAC and maintain good communication and coordination with all CP structures.

• Ensure compliance with security protocols and policies.
• Consider security implications of all program activities, review all new initiatives with national staff and community leaders.

• Perform other duties as requested to oversee the implementation of quality CP prevention and response activities, building capacity and promote international Medical Corps
• Other duties as assigned by line manager.

As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Education Required:

• Bachelor’s degree in psychology, Social Work, and other Social Science or related field is mandatory/ Diploma in child protection would be advantages.

Experience Required:

• Minimum 3 years’ experience with Bachelor’s/ 5 years of experience with Diploma in child protection, case management, community-based child protection, is highly preferred.
• Experience in organizing and facilitating training on CP related topics
• Expertise in Microsoft Office including Word, Excel, PowerPoint Excel and internet is required.
• Communication skills and strong local language correspondence skills.
• Experience in CPIMS+ Primero is highly preferred
• Ability to write logical, clear and concise reports.

Competancy Requirement:

• Excellent written and oral communication skills in Dari and Pashto, and English is desirable.
• Honest, hardworking and self-motivated.

Strong interpersonal skills and ability to work within different cultural environments.
