1. AREAS OF RESPONSIBILITY

The Joint Country Fundraising Manager contributes to both the Country Offices of Afghanistan and Pakistan leading in actively seeking new funding opportunities, concept note development and proposal development and writing. Additionally supporting the Country Director, Head of Programme’s, and other senior staff with donor engagement. Joint Country Fundraising Manager is also responsible for donor mapping and identifying key donors and opportunities, ensuring the organization and partners’ knowledge of and compliance with donor requirements and quality standards.

As required create and circulate the relevant timetable, and quality assurance reports from partners to ensure timely submission in alignment with donor standards, for donors.

The holder will ensure they learn and develop a deep understanding of the context, programs, and opportunities within the organization sphere, within both countries. An intricate knowledge of both the Afghanistan and Pakistan context is required.

The role is a ‘split resource role’, between the  Pakistan and Afghanistan offices, with a minimum of 25% of time expected to be spent physically in Afghanistan, and 50% of working time dedicated to Afghanistan. However, the contract for this position will be developed and guided by Pakistan labor law and  Pakistan country office policies and procedures. Though while working in Afghanistan the specific practices and procedures of the Afghanistan Country office must be followed.

2.       MAIN TASKS

Funding Portfolio Planning and Management:

• Assess, and expand your knowledge of the donor and funding landscape in Afghanistan, and Pakistan, including regional and international opportunities, analyze the funding pipeline. Establish/regularly update the mapping of relevant donors and their strategies.
• Contribute to overall strategy, programme, and project development processes to strengthen the organization in the respective country offices and regionally vis-à-vis the donor and funding landscape.
• Track and coordinate the assessment of funding opportunities, including go/no-go decisions.
• Manage the improvement and development of the CO’s funding strategy, action plan and identification of funding options.
• Developing pre-positioning and promotional material such as capacity statements, presentations, and briefing notes vis-à-vis donors’ funding strategies for Pakistan and Afghanistan and both country offices' funding raising strategies.
• Documenting learning of the application processes, outcomes and donor feedback to continually improve grant-making practices/processes.

Fundraising:

• Initiate and maintain relationships with new donors, together with relevant staff. Maintain and develop existing relationships. Set up opportunities for interaction and discussions with donors with CD, HoP and relevant staff in Afghanistan and/or Pakistan country offices.
• Proactively identify funding opportunities and ensure that these are assessed and ensure go/no-go decisions are made in coordination with the relevant CD, HoPs and Country SMTs, and where required HO.
• Develop relationships with strategic partners and potential consortium partners for joint donor applications, when relevant.
• When necessary, ensure that due diligence is undertaken for donors, for example in the case when the donor or the funding modality is new. This should be done in coordination with the respective country office and head office IPAG division.
• Create a knowledge database to evaluate if the organization and the country office are in compliance with donor and application criteria.
• Manage proposal design processes, including coordination with relevant colleagues from Programmes, Finance, other relevant functions in the country office, partner agencies and relevant counterparts in head office.
• Coordinate input and drafting of teaming agreements with INGO/consortium partners.
• Quality assure and finalize all application documents before submitting to the donor.
• Coordinate/ensure that all contracts with donors and INGO/consortium partners are reviewed before signed, in cooperation with relevant CO SMT and relevant counterparts in head office.
• A base KPI for this role will be the ability, within one year to secure funding in excess of $2m, within a minimum of 2 grants, between the country offices.

Grants Management:

• Ensure in coordination with the relevant CD, HoP and Grant Manager internal planning to meet donor requirements, for example, reporting schedules, knowledge of templates, donor communication, etc. Following up on these requirements.
• Plan and facilitate kick-off meetings with colleagues, partners, and other relevant stakeholders to ensure all parties are familiar with the donor/grant contract and criteria, project implementation plan, roles and responsibilities.

Documentation:

• Oversee the completeness of the organization's documentation, both paper-based and electronic (PIMS), from concept note development, to grant agreements and modifications, project documents and correspondence with donors and partners.

Capacity building in resource mobilization and other relevant areas:

• Develop and deliver trainings that strengthen the capacity of CO and partner staff to meet donor requirements, including planning and reporting. Develop tools when necessary.
• Provide capacity building and technical assistance related to fundraising, donor engagement and grant management for staff and partners.
• Facilitate lessons learned sessions on proposal development processes, facilitate program and project development sessions with colleagues to capitalize on project learnings and to develop/maintain niches for the CO’s programming.

• 8 years minimum experience in a similar role for a recognized INGO and /or UN / international agency.
• A master’s degree in a relevant field, or corresponding additional work experience.
• History of working with key donors with demonstratable relationships and knowledge, in preferably Afghanistan and Pakistan.
• A proven track record in fundraising with a demonstratable track record of securing projects with up to and over $5M secured, across a minimum of 3 successful grants.
• Excellent English writing skills.
• Deep knowledge of the NGO donor landscape in preferably both Afghanistan and Pakistan but at least one of these two countries.
• Right to live and work in Pakistan and undertake regular travel to Afghanistan.
• Experience of working directly in a similar role in particularly Afghanistan would be an advantage.
• Knowledge and experience of the thematic program areas of NCA is highly preferable.
• Willing to travel regularly between Pakistan and Afghanistan and handle unpredictable and challenging situations.
• Strong networking and coordination skills, able to balance a high workload between 2 country offices.
