Job Descriptions:

POSITION OBJECTIVE
As the responsible person for Financial Management of PIU WERP, under the overall guidance and direct supervision of the Head of PIU, the Senior Finance Specialist shall be responsible for the overall finance management of the project including but not limited to Budget management, accounting, financial reporting, funds flow and disbursement arrangements, working with AKF-USA FM Team and liaising with internal audit, and external audit, Monitoring Agency (MA)and Finance Management Teams of Project Implementation Entities (PIEs).

JOB DUTIES AND RESPONSIBILITIES
•    Under the supervision of PIU head, assist in revisions of Project Operations Manual if needed in terms of FM policies and procedures that are applicable for PIU and PIEs.
•    Prepare yearly budget and financing plan according to the grant agreement. And regularly monitoring of PIEs approved budget executions.
•    Ensure that financial management systems of AKF Afghanistan and PIEs are in adherence with the FM requirements of the WB as agreed in the Financing Agreement. Advise making necessary changes and modifications if required.
•    Ensure that there are sufficient funds in the PIU and PIEs accounts by submitting timely fund requests   and following up with AKF USA and WB.
•    Coordinate and cooperate with AKF-USA FM team on the financial Management matters of the projects including the management and maintaining the project Designated Account.
•    Building capacity of the PIEs FM teams to ensure compliance with WB systems and procedures.
•    Coordinate with Monitoring Agency (MA) on finance related matters including spot checks if any.
•    Facilitate the Statement of Expenditures (SOEs) reviews and Internal Control System Assessment by the Monitoring Agents.
•    Prepare Interim Unaudited Financial Report (IUFR) and Statement of Expenditures (SoE) on quarterly basis for PIU and PIEs. Provide feedback to the related parties and take corrective measures as necessary before submitting to AKF USA.
•    Ensure internal control systems are in place within PIU and PIEs project management systems and are working properly and reports are provided regularly for the information of the project management. 
•    Contribute to the development and operationalization of the Management Information System (MIS) for the project.
•    Ensure internal and external audits of PIU and PIEs are carried out on regular basis (at least once a year) for (PIU and PIEs) Further, the audit findings are disseminated to the relevant parties for taking required corrective measures and follow up reports are prepared with each annual audit.
•    Supervising spot checks related to financial transactions and administrative and personnel activities to determine the efficiency and accountability of these transactions and activities.
•    Assist and Advise Head of PIU in preparing any report required for project management purposes.
•    Review previous and current audit reports and ensure that any audit findings and observations are addressed.
•    Ensure effective financial management by conducting capacity building workshops and training for the project and PIEs FM teams.
•    As per the advice of PIU Head, attend external and internal FM meetings on project related matters and provide constructive input.
•    Prepare quarterly, annual and ad-hoc reports as required during the project implementation.
•    Ensure smooth close out of the grant by coordinating with WB, AKF USA and PIEs.
•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.  
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Financial data Management System Development/ enhancement, Operation and Maintenance.
•    Conduct Field visit Monitoring of the PIEs FM systems and procedures.
•    Cooperate with the PIU MIS Specialist to make sure the project assets inventory system is maintained and properly used by PIU and PIEs.
•    Perform any other duty assigned by the supervisor.

DECISION-MAKING & AUTHORITY
•    Prioritize, plan, coordinate, and monitor project financial plan implementation by PIEs.
•    Improve services, offer new and different options to solve/meet donor needs, and promote and persuade others to brace new ideas constructively.
•    Build and sustain effective work relationships     with donors, PIEs and other PIU sections and peers to achieve common goal.

Job Requirements:

JOB SPECIFICATION
•    Minimum a bachelor’s degree in a related field such as Economics, Business Management/Finance, administration, and Accounting. 
•    Full or part qualified CA, ACCA, or other professional fields with university degree or equivalent university degree.
•    At least 5 years of experience in managing financial systems/administrative in government, World Bank funded projects, NGOs and UN agencies. Experience in Auditing and Financial Systems review, assessments and evaluation will be advantage.
•    Knowledge of PC Software (i.e., MS Office, Internet, and other programming). Experience with Microsoft Dynamics would be an advantage.
•    Excellent English, communication skills, written and spoken. knowledge of national languages such Farsi/Dari & Pashto will be an asset.
•    Ability to work in a multi-sector and multi-cultural environment.
•    Skillful in workload management skills.
