MSI Reproductive Choices Afghanistan (MSIA) is a branch of MSI, a global, non-profit, and non-governmental organization headquartered in London, UK, and was established in August 2002 after registration with the Government of Afghanistan. MSIA follows the local mission statement of MSI: Improve Afghan women’s health and well-being so that they can, in turn, build strong, healthy families. Our vision is to be the organization that Afghan women seek out for high-quality, client-centered health care provided by women, for women.

We focus on reducing maternal mortality by providing quality and sustainable maternal-child health (MCH) and reproductive health (RH) services and information in 17 provinces of Afghanistan, namely Kabul, Balkh, Herat, Jawzjan Faryab, Nangarhar, Helmand, Kandahar, Baghlan, Kunduz, Badakhshan, Takhar, Samangan, Kapisa, Khost, Paktia, and Daikundi, in coordination with the Ministry of Public Health (MoPH) of Afghanistan. 

MSIA strives to enhance women's health outcomes in the aforementioned provinces by delivering vital reproductive and maternal-child health services through multiple channels such as centers, outreaches, the private sector, and MS Ladies (Family Health Houses).

Job Descriptions:

  • Develop and implement monitoring and evaluation frameworks for reproductive health and family planning programs.
  • Conduct annual internal audits across all MSIA health facilities and meet quarterly benchmarks.
  • Develop action plans to address audit findings and gaps identified.
  • Assess the competency of service providers and ensure quality service provision based on MSIA standards.
  • Coordinate incident management system rollout and ensure providers understand risk rating.
  • Provide regular updates on regulations and standards to clinical staff.
  • Coordinate MAT meetings and learning with sites and strictly implement action plans.
  • Collect, manage, and analyze program data to assess progress and impact.
  • Conduct regular field visits to monitor program activities and provide technical support to field staff.
  • Prepare timely and accurate reports on program performance for internal and external stakeholders.
  • Collaborate with program teams to develop action plans based on M&E findings and recommendations.
  • Ensure compliance with donor requirements and program indicators.
  • Build the capacity of staff for monitoring and evaluation methodologies and tools.
  • Support the development and implementation of surveys, assessments, and evaluations as needed.
  • Undertake any other duties related to monitoring and evaluation as assigned by the supervisor.

Key Measures:

  • Achieve 90% or more in each area of internal audit indicators.
  • Roll out an incident management system across all sites.
  • Ensure all MSIA providers achieve competency level 1 for SRH/FP services.
  • Complete action plans with evidence for audits, incidents, and training.
  • Ensure the availability of standard policies and guidelines across all sites.
  • Conduct annual MEM drills for all service providers.
  • Maintain and update training and competency databases.
  • Any other task assigned by the supervisor.

Job Requirements:

Qualifications: 

  • A medical degree graduate or master’s degree in public health or a related discipline is required. The obstetrics and gynecology specialty is preferred.
  • 3-5 years of clinical experience in SRH/FP service provision.
  • 1-2 years of experience in monitoring and evaluation positions.
  • Solid experience in project management and collaborative environments.
  • Excellent negotiation skills and the ability to influence others.
  • Demonstrated experience in preparing and monitoring internal procedures.

  • Strong analytical skills and a keen intellect.
  • Excellent communication skills, both oral and written.
  • Ability to work well in team environments.
  • Results-oriented with strong people management skills.
