Job Descriptions:

SCOPE OF WORK:

The PHC/SHC Manager will oversee the effective implementation and management of Basic Package of Health Services (BPHS), Essential Package of Hospital Services (EPHS), Community Midwifery Education (CME), and Community Health Nursing Education (CHNE) in Badakhshan province. This role ensures adherence to national standards set by the Ministry of Public Health (MoPH) and ASLO, and focuses on improving health service quality, efficiency, and community engagement through coordinated planning, monitoring, capacity building, and leadership.

Responsibilities:

  • Lead the implementation of BPHS, EPHS, CME, and CHNE programs according to MoPH and ASLO standards.

  • Develop innovative, community-based strategies to improve health outcomes.

  • Ensure alignment with project timelines, deliverables, and MoPH guidelines.

  • Support the EPHS Manager in improving the quality of hospital services.

  • Facilitate integration of cross-cutting components (nutrition, mental health, gender, etc.) within health services.

  • Ensure HFs adhere to QQC/M standards, BSC/NMC checklists, and SOPs.

  • Oversee implementation of monthly HMIS verification checklists in each HF.

  • Conduct routine supervisory visits to HFs (at least twice/month).

  • Monitor project performance indicators monthly and ensure timely corrective actions.

  • Ensure quarterly BSC and NMC assessments are completed at all health facilities.

  • Coordinate Third-Party Monitoring (TPM) and community verification processes.

  • Provide professional support and mentorship to provincial teams and RHPOs.

  • Implement in-service and refresher training plans for health workers.

  • Deliver technical presentations and orientations based on ASLO and MoPH guidelines.

  • Build capacity in planning, monitoring, reporting, and health systems management.

  • Coordinate with MoPH, PPHD, UN agencies, NGOs, and other stakeholders.

  • Attend Provincial Health Coordination Committee (PHCC) meetings.

  • Represent ASLO in forums and maintain strategic partnerships.

  • Prepare annual budgets and monitor expenditures against approved plans.

  • Establish and maintain efficient filing, record-keeping, and activity tracking systems.

  • Improve coordination between technical, finance, and operations departments for cost-effective implementation.

  • Submit accurate, timely, and high-quality progress reports in line with donor formats.

  • Track and report challenges, risks, and solutions proactively.

  • Ensure compliance with organizational policies, procedures, and objectives.

Job Requirements:

Qualifications and Job Requirements:

  • Master’s Degree in Public Health or a related field

  • Minimum 15 years of experience in managing health programs in developing countries

  • Strong knowledge of MoPH policies, health service delivery models, and donor requirements (e.g., UNICEF, PPHD)

  • Proven leadership, management, and coordination skills

  • Experience in performance-based health programs and monitoring systems

  • Fluency in English and local languages preferred
