Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Purpose

The Grants Officer (GRO) will support specific projects throughout their lifecycle, assisting with concept note and proposal coordination, and supporting the Grants Department in overseeing successful implementation. Responsibilities include support on tracking progress, expenditures, and targets, support in ensuring compliance with donor regulations and in liaising with field teams, and raising any challenges he/she comes to know of to line managers. The GRO will assist in regular project review, kick-off, and closure meetings, and support internal and external reporting efforts. The GRO will support in coordinating with relevant departments, assist in archiving duties, and may travel to field sites upon being requested by line managers. Strong skills in reporting, project management, and cross-sector coordination are preferred.

Mission 1: Project Implementation Management

• Support in overseeing the entire project cycle, timely, within-budget completion, and compliance with donor regulations, in close and continuous coordination with superiors from the Grants Department, Program Managers (PMs), Field Managers (FMs), the MEAL Department, and other Program and Support Departments.

• Contribute to developing and maintaining the project scope documents (PSD), including the Work/Implementation plan, Procurement plan, or Monitoring and Evaluation plan.
• Support in tracking progress and relevant indicators for projects he/she is assigned with.
• Support in following up with field colleagues on implementation progress and updating Project Implementation Plans (PIP).
• Support in highlighting areas of improvement of project implementation of assigned projects
• If requested by his/her managers, travel to implementation sites and support in monitoring project activities and quality, in liaison with the MEAL department.
• Liaise with technical teams to and assist in ensuring on-time completion of contractual activities within budget and with acceptable quality standards.

Mission 2: Grants Management, Reporting (External & Internal) & Archiving

• Support the Grants Department in maintaining a grants tracker, in initiating and monitoring the reporting process with ACF and its partners, and in coordinating the timely submission of donor reports (monthly, quarterly, interim, or final). Send out monthly planning of all reports due in the coming 60 days.
• Review the first draft of reports submitted by the field team to ensure they meet required standards and are clear and accurate (coherence of indicators/targets data, achievement of activities) for both ACF and its partners.
• Assist in facilitating and overseeing the systematic collection and review of success stories and case studies, collaborating with program staff to ensure comprehensive documentation and accurate representation of program impacts.
• Assist with external reporting by ensuring the quality and accuracy of all documents and annexes.
• Update his/her managers frequently on any important project-related updates, challenges, compliance questions and seek support to guide field teams for due implementation.
• Support the MEAL and field teams in reviewing and drafting quality narrative internal reports (especially APRs) and assist with the timely submission of quantitative APRs to HQ.
• Support the MEAL team and liaise with MEAL Officers in compiling and consolidating quantitative APRs from different bases to ensure accurate data for internal reporting.
• Coordinate APR follow-up with MEAL and the field teams.
• For the projects the GRO is tasked with, support in ensuring proper archiving in line with donor and ACF requirements of all relevant documents and records related to grants, including proposals, reports, and other communications, as well as the supporting documents when project is closing. Ensure documents and records are archived, classified, and updated in real-time (final archiving on NHF and working documents on internal share-drive).

Mission 3: Grants Management, Reporting (External & Internal) & Archiving

• Participate in the preparation, presentation, discussion of project meetings (go/no-go, kick-off, review, closure, lessons learnt, ad hoc).
• Support the coordination of the kick-off and close-out meetings of all grants.
• Provide appropriate template, assign tasks to focal points, define due time/date.
• Contribute to ensuring quality control and timeliness of PowerPoint presentations.
• Under the guidance of the Grants Manager, provide key compliance updates and requirements per donor contract.
• Assist in facilitating actual meetings (opening remarks, moderating discussions, ensure time-keeping).

Mission 4: Concept Note/Proposal Development and Amendments

• Assist in coordinating the development of new project proposals and amendments.
• Support all departments in determining requirements for amendments and provide guidance on budget revisions and grant modification processes under the guidance of the GRM/GPC.
• Support the GRM/GPC in the facilitation of go/no-go, design meetings, and in the compilation of required proposal documents, to help ensure their timely submission to HQ and donors.

Mission 5: Compliance and Quality Assurance

• For all the projects the GRO is tasked with, read and/or review funding agreements, sub-grant agreements, and operational agreements, to provide support and guidance to colleagues on donor compliance.
• Support in ensuring all grants are implemented in compliance with ACF and relevant donor regulations and provide support to all departments regarding donor compliance.
• Support the development of donor compliance summary sheets to ensure all requirements (notably visibility) are met in a timely and due manner, with support from the GRM/GPC.
• Review funding agreements (donor), sub-grant agreements (HQ), and operational agreements (implementing partner) prior to signature.
• Support in ensuring that all visibility requirements for each grant are met in a timely manner and accurately documented.

SKILLS & EXPERIENCES REQUIRED FOR THE JOB

Education (if relevant) and experiences expected

• Bachelor’s degree in Social Sciences, Communications, Public Relations or related field from a recognized University.
• At least 3 years of experience in Grants, or Program management in sectors such as Public Health, Nutrition, Food Security and Livelihoods, or WASH.
• At least 3 years of experience in project/program management, including at least 1 year in a similar role within humanitarian organizations or sectors.

Technical skills

• Strong organizational skills, attention to detail, and extensive experience in coordination (including consortium or field coordination).
• Excellent working knowledge of MS Office and proficiency in script and speech writing, from beneficiaries to high-level audiences.
• Familiarity with the standards of writing, copy editing, and proofreading, with the ability to improve written content and provide constructive feedback.
• Excellent interpersonal, communication, and teamwork skills, with a proactive and self-confident approach.
• Proficiency in English, Dari, and Pashto (both written and spoken).
• Good conceptual, analytical, and communication skills, with a strong understanding of human rights, emergency response, and rights-based approaches.

Transverse skills

• Strong cross-cultural awareness and the ability to adapt effectively in diverse environments, demonstrating sensitivity to cultural, gender, religion, race, nationality, and age differences.
• Excellent organizational and motivational skills, with proven experience in ensuring effective collaboration both internally and externally.

• Past experience as Grants/Reporting Officer, with a minimum of 2 years in an INGO setting.
