Job Summary:

The position supports the planning, implementation, and supervision of health programs at both primary and secondary care levels. It involves monitoring program performance, ensuring compliance with budgets and donor requirements, and preparing regular progress reports. The role also includes staff supervision, performance evaluation, and active participation in coordination meetings with government, UN agencies, and partner NGOs to ensure effective program delivery.

Responsibilities

General:

  • Assist program line managers, supervisors, and program officers in planning and implementing program activities.
  • Prepare and submit weekly, monthly, and quarterly reports of project activities to the Health Program Manager.
  • Ensure proper utilization of project funds in line with the approved project budget and donor requirements.
  • Adhere to KBHAO’s policies, procedures, and objectives, and actively contribute to continuous quality improvement initiatives.
  • Represent KBHAO in coordination meetings with UN agencies, NGOs, and government departments at the provincial level.
  • Identify operational challenges that may affect program implementation, take immediate corrective actions where possible, and report significant issues to the immediate supervisor.

Supervisory Responsibilities

  • Hold weekly meetings with key project staff to review program progress, challenges, and action points.
  • Collaborate closely with technical and admin/finance managers in the planning and implementation of BPHS and EPHS programs.
  • Support technical and admin/finance managers in ensuring timely and effective program delivery.
  • Conduct quarterly performance evaluations of key project staff and provide constructive feedback for improvement.

Technical Responsibilities

  • Oversee the planning, implementation, and supervision of all project activities at both Primary Health Care (PHC) and Secondary Health Care (SHC) levels.
  • Monitor and supervise program performance to ensure activities are implemented in accordance with set objectives and standards.
  • Prepare and share weekly, monthly, and quarterly progress reports with the Health Program Manager.
  • Hold regular (weekly) coordination meetings with the Provincial Public Health Directorate (PPHD) and the Health Program Manager to discuss program progress and address challenges.

Coordination and External Relations

  • Participate in coordination meetings with the Ministry of Public Health (MoPH), UN agencies, and other partner NGOs.
  • Attend Provincial Health Coordination Committee (PHCC) meetings.
  • Participate in Provincial Development Committee (PDC) and other provincial and regional coordination meetings as required

Job Requirements:

  • Education: Master’s degree in public health (or a related field
  • Experience: Minimum of 15 years of progressive professional experience in managing large-scale health programs within humanitarian or development contexts.
  • Project Management: Proven expertise in project planning, implementation, supervision, team leadership, and results-based reporting.
  • Technical Knowledge: Strong understanding of BPHS/EPHS standards and demonstrated experience in coordination with MoPH and other relevant health authorities.
  • Skills: Excellent communication, problem-solving, analytical, and organizational skills.
  • Languages: Fluency in English and Pashto and Dari (spoken and written).
