Job Summary:

The Technical Health Manager position oversees and ensures the delivery of high-quality health services across Provincial Hospitals and Health Facilities, aligning with PHC and SHC standards. The role includes supervising technical teams, monitoring medical supplies, supporting service delivery, coordinating with relevant stakeholders, and ensuring accurate reporting and documentation. Additionally, the position contributes to program monitoring and evaluation, provides technical guidance, and supports managerial planning and project implementation.

Responsibilities:

Technical Quality Assurance

  • Ensure that the quality of services across all facilities aligns with Primary Health Care (PHC) and Secondary Health Care (SHC) standards.
  • Ensure that project objectives and targets are effectively achieved within the Provincial Hospital and Health Facilities (HFs).
  • Oversee the implementation of promotive, preventive, and curative interventions, particularly those related to disease outbreak control.
  • Ensure the availability and proper management of quality-assured drugs and medical supplies in the Provincial Hospital and all HFs.
  • Supervise and support technical teams and facility staff to ensure that services are delivered according to PHC/SHC standards and project objectives.
  • Regularly monitor medical supplies and drugs to prevent expiry before use.
  • Ensure that night duty services are maintained consistently across all hospital wards.

Coordination

  • Maintain effective coordination with relevant departments, partners, and stakeholders within and outside the organization.
  • Actively participate in provincial and district-level coordination meetings as required.
  • Ensure proper coordination with the Provincial Hospital Manager, Health Facility Managers, Health Shuras, and surrounding communities.
  • Collaborate with the Admin and Logistics Departments for timely provision of supplies and for joint supervision activities.
  • Coordinate with the Finance Department on financial planning, organization, and management for technical sub-departments.
  • Strengthen linkages and collaboration between PHC and SHC facilities for mutual support, experience sharing, and an effective referral system

Supervision

  • Supervise, mentor, and support health facility staff under the technical department to ensure improved consistency, accuracy, and achievement of Quality of Care (QoC) standards.
  • Conduct inter-departmental and intra-departmental group supervisions to foster collaboration and shared learning.
  • Ensure that all relevant departments (HMIS, RH, EPI, MH, Lab, CDC/PHC) jointly supervise Provincial Hospital and PHC facilities and collaborate to resolve technical issues.
  • Oversee data recording and reporting processes to ensure accuracy and compliance with HMIS reporting requirements.
  • Conduct on-site visits to the Provincial Hospital and other HFs, providing technical guidance, coaching, and supportive supervision.

Reporting and Documentation

  • Ensure proper record-keeping and documentation of all project activities at both PHC and SHC levels.
  • Collect, compile, and review monthly narrative and statistical reports from all departments.
  • Assist the Project Manager in preparing donor and internal reports as required.
  • Ensure that district profiles and facility inventories are updated bi-annually for both PHC and SHC levels.
  • Verify that both narrative and financial reports from all HFs are submitted accurately and on time.

Monitoring and Evaluation

  • Define and review program indicators for effective monitoring and evaluation of project progress.
  • Analyze and provide constructive feedback based on indicator results.
  • Participate in the design, implementation, and analysis of baseline surveys and external evaluations.
  • Conduct regular monitoring visits to the Provincial Hospital and HFs, provide actionable feedback, and ensure follow-up on recommendations.
  • Contribute ideas, lessons learned, and best practices from PHC and SHC program implementation to improve project performance and inform future planning.

Managerial Support

  • Assist the Project Director in the planning, organization, implementation, and control of project activities in accordance with the logical framework and action plan.
  • Identify project needs (equipment, drugs, and other supplies) in advance to prevent shortages and ensure smooth implementation.
  • Review and verify all procurement requests to ensure budget availability and compliance prior to approval.
  • Support the Project Director in human resource management, staff development, and proposal writing.

Job Requirements:

  • Education: Graduated from a recognized Medical Faculty with a Master’s Degree in Public Health (MPH).
  • Experience: Minimum of 10 years of professional experience in managing Primary Health Care (PHC) and Secondary Health Care (SHC) programs within developing countries.
  • Language Skills: Strong command of English, with fluency in Dari and Pashto (both spoken and written).
  • Computer Skills: Proficient in Microsoft Office applications (Word, Excel) and internet use; essential for reporting and communication tasks.
  • Core Competencies: Demonstrated ability to work effectively as part of a team, build staff capacity, and adapt to flexible working hours.
  • Reporting Skills: Strong ability to prepare clear, concise, and accurate technical and narrative reports.
