Job summary:

The Provincial/Regional Hospital Director leads and manages all hospital operations, ensuring high-quality delivery of inpatient, outpatient, and emergency services in line with national standards. The role oversees hospital management teams, supervises technical and support staff, and strengthens coordination with the Provincial Public Health Directorate, partner organizations, and community stakeholders. Responsibilities include strategic planning, performance monitoring, capacity building, financial oversight, and reporting to ensure effective, ethical, and patient-centered health service delivery.

Responsibilities:

General Management:

  • Lead and chair the Hospital Management Team, overseeing key personnel including the Medical Director, Nursing Director, and Administrator.
  • Collaborate closely with the Provincial Public Health Directorate (PPHD) to supervise, monitor, and evaluate all program activities.
  • Coordinate and chair Hospital Community Board meetings, strengthen hospital services through joint coordination with all health facilities, develop Terms of Reference (ToR) for the board, and ensure regular follow-up.
  • Develop and implement monthly action plans for hospital operations to ensure effective service delivery.
  • Maintain close coordination with the Public Health Director to strengthen referral linkages between the hospital and primary health care (PHC) facilities.
  • Manage and oversee the implementation of secondary health care (SHC) activities in the provincial hospital.
  • Prepare and submit monthly activity and progress reports on SHC implementation to the Project Director and the PPHD.
  • Facilitate visits from MoPH, donors, and other consultants, ensuring proper coordination and support during field missions.

Technical:

  • Ensure all quality standards for inpatient, outpatient, and emergency services align with national management protocols and Standards-Based Management Guidelines (SBMG).
  • Ensure patient satisfaction and quality of care, with services delivered safely, ethically, and effectively.
  • Monitor and evaluate service quality and performance using set indicators, Health Management Information Systems (HMIS), and other monitoring tools.
  • Supervise, mentor, and support all hospital departments to improve Quality of Care (QoC) and Quality and Quantity Monitoring (QQM/QQC) performance, aiming for 100% compliance.
  • Plan and implement capacity-building and skill development programs for both technical and management staff.
  • Take a leading role in staff capacity development through coaching, mentoring, and training—utilizing internal and external training resources where needed.
  • Promote teamwork and collaboration among implementing partners such as PPHD, WHO, UNICEF, and local communities to ensure coordinated service delivery.
  • Conduct human resource management functions, including staff supervision, line management, and regular performance appraisals.
  • Prepare and submit timely progress reports and work plans to KBHAO, MoPH, and relevant donors.
  • Work closely with KBHAO finance and hospital finance teams to ensure sound budget control, financial management, and monthly reporting.

Job Requirements:

  • Education: Master’s degree in public health (or a related field) and, a Medical Degree is an advantage.
  • Experience: 5 years of experience managing health services delivery (or a bachelor’s degree and 10 years of experience). 
  • Strong managerial, leadership, and team-building abilities with excellent communication skills.
  • Excellent interpersonal, coaching, and conflict resolution skills.
  • Proficient in Microsoft Office applications (particularly Word and Excel).
  • Formal training in hospital management or an equivalent qualification is highly desirable.
