Job Description

Objective of the Assignment

The main purpose of this assignment is to conduct an independent review of the Community-Based Nursing School (CNS) project in Badakhshan and Paktika. The consultant will:

  1. Review the implementation approach and progress against project indicators and objectives.
  2. Assess how well the project aligns with the requirements and tool including 100 percent curricula implementation, meeting the quality and quantity requirement of nurses and midwives counsel including six areas (Management, administration, and curriculum, Infrastructure, Teachers and trainers, Teaching and instruction, Clinical education and practice and Students and graduates.)
  3. Review key compliance areas such as procurement, finance, HR, and monitoring practices.
  4. Identify gaps, risks, lessons learned in accordance with the set procedures and provide clear recommendations that can help strengthen the project moving forward.

 Scope of Work

The consultant is expected to carry out the following tasks:

  1. Develop a clear and practical assessment methodology.
  2. Prepare a field review plan, including tools, timelines, data collection and methods.
  3. Conduct field visits to project sites in Badakhshan and Paktika.
  4. prepare a concise and well-structured review report that covers achievements, key findings and practical recommendations to be presented to the organization management

 Deliverables

The consultant is expected to submit the following:

  1. Final Report, which includes:
    • Summary of the project implementation successes, Key findings (implementation, context, compliance, social impact)
    • Identified gaps, risks, and challenges
    • Clear recommendations
    • Annexes such as tools, photos, and list of people interviewed

Job Requirements

  1. Bachelor’s degree or higher in Social Sciences, Public Health, Development Studies, or a related field.
  2. At least 5 years of experience in project monitoring, assessments, or consultancy work.
  3. Familiarity with community-based health or education programs.
  4. Strong understanding of NGO policies and compliance procedures.
  5. Proven ability to produce clear and analytical reports.
  6. Good communication and coordination skills.
  7. Willingness to travel to remote and hard-to-reach areas.
