About Afghan Family Guidance Association |AFGA:

Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF).

AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world

Job Descriptions:

Job Summary:

Under the direct supervision of the Senior Program Manager, the Project Manager is responsible for successful implementation of the project ensuring quality of services, smooth operations, achieving the project targets and objectives within the project life-span. The project manager will be responsible for the day-to-day management of the project, including but not limited to project plan development, project internal and external reports preparation through regular collection and analysis of the project activities data, conducting supervision of the project, coordinating activities, and other tasks assigned by the supervisor.

Specific Responsibilities:

 

Coordination and Management

  • The project manager is in charge of managing one ongoing project, resources, relations, and reporting.
  • Responsible for leading and managing the project’s technical and operational/field staff at the country level.
  • Responsible for day-to-day management of the project’s technical aspect and overseeing the implementation of the project activities in line with the project’s documents.
  • Manage and effectively utilize the project human and monetary resources and ensure achievement of project objectives and targets, as per the project documents.
  • Conduct regular supervision and monitoring visits of project activities to ensure quality of services and that the required support is being provided to field staff.
  • Monitor the project progress against agreed planned targets and take corrective actions if required.
  • Follow up on 3rd party monitoring visits (M&E, Internal Audit, line agency, donor, etc.) to ensure the findings and recommendations are implemented within the specified time.
  • Design and develop action plans for project officers/assistants and closely follow progress.
  • Provide support in the development of the capacity-building action plan based on the outcomes of any field missions, as well as analysis of ongoing/completed projects.

HMIS & Data Management:

  • Oversee data collection, entry, cleaning, and proper storage in coordination with M&E department to ensure data quality through regular validation, consistency checks, and error correction.
  • Ensure data and reports are received from field staff within the given deadline
  • Ensure proper documentation of data sources, methodologies, and data use for decision-making

Administration, Financial Management and Reporting:

  • Ensure staff attendance and discipline at SDPs and the head office, and take corrective actions .
  • Draft and/or update the TORs for project staff and actively take part in the staff recruitment, orientation, and training.
  • Support the AFGA Liaison Officer in project registration, MoU processing with the line ministry, and attainment of the reports from the provincial concerned authorities.
  • Conduct probationary and annual staff performance review of project officers and assistants in close coordination with the AFGA HR department.
  • Closely monitor the project budget and make sure that fund is utilized effectively and that all expenses are in line with the agreed budget with the donor. Make sure expenditure clearances are completed in due to the pre-identified timeline of the finance department.
  • Provide support to the AFGA logistics department on the procurement of assets, commodities, medicine, and other consumables.
  • In coordination with project officers, closely monitor commodities and medicine at SDPs, make sure all SDPs reports are timely shared with logistics, and SDPs receive their needed medicine.
  • Respect all rules and regulations of the AFGA and adhere safeguarding policy and support the safeguarding focal point for providing updates from the field.
  • Prepare and submit project progress reports to the line manager for review and onward to submission to AFGA management, donors and other stakeholders.
  • Prepare and submit reports to MoPH and PPHD as and when required, following the agreed deadlines and formats.
  • Create and maintain good working relations with AFGA departments (M&E- Logistics, Finance, IT, HR)

Communication and advocacy:

  • Coordinate all activities related to the project with involved stakeholders at the national and provincial levels, and attend all stakeholder meetings regularly.
  • Coordinate and establish sound working networks with concerned government & non-government authorities, e.g., MoPH, MoEC, UN, Non-UN Humanitarian agencies, health sector actors, emergency, and humanitarian projects’ implementers, etc.
  • Support the AFGA Communication Manager in developing success stories and IEC materials

 

Job Requirements:

  • MD degree from a well-known university, a master's degree will be a plus point.
  • At least 5 years of work experience in project/program management with INGOs/NNGOs or Humanitarian Organizations.
  • Excellent communication skills to work with a wide range of people and manage different groups of people.
  • Excellent reporting skills in narrative and data reports.
  • Strong oral and written skills in English, Dari, and Pashto.
  • Strong team orientation and staff development skills.
  • Ability to work under pressure and meet tight deadlines.
  • Ability to travel to various provinces of Afghanistan.
