About AKHS-A (Aga Khan Health Service-Afghanistan)
Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.
The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description
Operations
- Manage and supervise the regional office (PHT), guesthouse, and any other project related locations, physical, technical and manpower, security operation.
- To manage security at assigned regional health facilities
- To manage the regional safety operation. To include, the implementation of health and safety plans, emergency procedures, fire and other natural hazards, etc.
- Implement, and maintain Office or Premises Security plans (OSP/PSP) at all assigned locations. Security Operations Officer to provide the plans.
- Advise the Project Lead on any relevant security developments.
- To communicate staff security alerts and advisories, after project lead approval, as required
- Collate all emergency response contact numbers
- Manage the regional bulk SMS and call tree functions.
- Conduct staff and arrivals security briefings.
Plans, Policies and Procedures
- Ensure all Security Level System (SLS) standards and requirements are applied.
- Ensure SLS minimum preparedness levels are in place.
- Conduct Premises Vulnerability assessments (PVAS), as required.
- Ensure and monitor compliance with AKHS security plans – JMP – MERP – HRE – Contingency plans (as applicable to assigned SLS level). Security Operations Officer to provide support.
- Conduct route and movement assessments, as required.
- Safety equipment reviews and serviceability – Medical, Fire equipment, detectors, Alarms/alerts etc.
- Reporting
- Collect and report (Project Lead and Security Operations Officer) on relevant security related information.
Liaison
- Regular liaison with Security Operations Officer. To include daily reports, security and incident reporting.
- Liaise with other relevant third parties / external stakeholders (IEA – Other NGOs etc). Stakeholder engagement reports to the Project lead.
Training
- Conduct regular (as per SLS) emergency security and safety drills and rehearsals in all regional locations.
- Conduct staff and security guards, security and safety training, as required.
- To advise the Security Operations Officer on any training requirements unable to be delivered by the S&S assistant, requiring additional support.
Other. Any additional security/safety related duties as assigned by the Project Lead, Security Operations Officer and CSC (Kabul).
Job Requirements
SPECIFICATIONS (MINIMUM REQUIREMENTS)
Education: Bachelor’s degree
Work Experience: 2 years’ previous security experience as a team leader / supervisor level, working previously with the military or Police is a privilege
Skills:
- IT skills. MS office package.
- English language. Spoken and written.
- Previous training experience.
- Report writing skills.
- Ability to deliver briefings.
- Previous safety related training.
- Ability to undertake e-learning training (in English).
