About AKHS-A (Aga Khan Health Service-Afghanistan)
Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.
The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.
AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.
Job Description
- Prepares and reconciles monthly payroll, ensuring accuracy and completeness of all supporting documentation.
- Consolidates and verifies staff attendance, night duty, and absence records to support payroll processing.
- Produces monthly tax reconciliations and annual tax statements in compliance with legal requirements.
- Develops and analyzes monthly HR reports, including hiring, separation, and workforce data.
- Maintains well-organized personnel records to ensure audit readiness and data integrity.
- Administers full and final settlements for separating employees in line with organizational procedures.
- Oversees accurate maintenance of attendance and leave records, ensuring proper validation and controls.
- Manages employee separation and clearance processes in a timely and compliant manner.
- Contributes to the preparation of annual HR budgets and workforce planning data in regional level and in coordination with NPO.
- Supports NPO HR in providing audit documents in timely manner.
- Ensures and manages all regional staff have TIN and work permits.
- Supports preparation of HR reports and share on timely manner with management and NPO HR.
- Manages performance management processes, including appraisals and probation tracking and proper recording in the personnel files.
- Ensures consistent implementation and adherence to HR policies, procedures, and best practices.
- Manages recruitment activities, ensuring transparency and alignment with organizational standards.
- Facilitates onboarding processes, including contract preparation and policy orientation for new hires.
- Collaborates with managers to support job descriptions and organizational structure updates.
- Contributes to staff development initiatives, training plans, and learning programs.
- Manages and maintains HR activities in the region through HRIS i.e. payroll, contracts, recruitment. Leave management, personnel records.
- Performs additional duties as assigned, supporting overall HR operations and organizational effectiveness.
Job Requirements
Minimum of 4 years experience in human resource management.
- Bachelor in BBA/Economics or related fields.
- Computer skill in (MS Office (Excel, Word, Outlook)
- HRIS management, and spreadsheet programs, Microsoft Office,
Honest, Good communication skills, Confidentiality and professionalism, Organized and detail-oriented, Reliable and punctual, Willing to learn and adapt, Team player with a positive attitude, Able to work under pressure and deadlines.
