Basic Education and Employable Skill Training (BEST) is an Afghan non‑governmental organization established in April 2001. BEST has over two decades of experience implementing livelihood support, agricultural capacity building, vocational training, and community infrastructure projects across multiple provinces in Afghanistan.

 

Job Description

 

2. Objective

To supervise, monitor, ensure HSSE compliance, and facilitate/verify laborers for cash distribution for all Cash‑for‑Work activities at the field level in Baharak District.

3. Key Responsibilities

Cash‑for‑Work (CfW) Responsibilities:

Supervise daily CfW activities at Razaq Birdi and Arghanjkhwa sites.

Verify daily attendance of all labourers (gender‑disaggregated) and maintain accurate attendance records.

Monitor work quality and ensure activities meet technical specifications and timeline requirements.

Report any deviations, delays, or quality issues immediately.

Coordinate with Community Representative Groups (CRGs), local stakeholders, and relevant authorities.

Support beneficiary selection and registration for CfW participants.

Submit daily/weekly CfW monitoring reports.

 

Labor Verification for Cash Distribution:

Facilitate and verify laborers for cash distribution by:

Confirming each labourer's identity against attendance records

Verifying that labourers have completed the required workdays

Ensuring labourers are present and eligible to receive payment

Providing verified attendance lists for payment processing

Witnessing or supporting the cash distribution process as required (without handling cash directly)

Maintain clear records of which labourers have received payment and which are pending.

Report any discrepancies, missing labourers, or payment issues immediately.

 

HSSE Responsibilities:

Conduct daily/weekly HSSE inspections and risk assessments at all CfW sites.

Enforce use of personal protective equipment (PPE) and compliance with HSSE standards.

Deliver daily safety briefings to laborers before work begins.

Immediately report all incidents, near misses, or accidents and complete required incident reports.

Ensure environmental safeguards are followed.

Maintain HSSE compliance checklists and risk assessment logs.

 

What this role does NOT do:

Does not engage in construction execution

Does not prepare Bills of Quantities (BoQs)

Does not procure materials

Does not manage wage rates

Does not directly handle cash or make cash payments (only facilitates and verifies labourers)

 

4. Deliverables

Daily attendance registers (verified, gender‑disaggregated)

Verified labourer lists for cash distribution

Daily/weekly CfW monitoring reports

HSSE compliance checklists and risk assessments

Incident reports (submitted within 24 hours of any incident)

Monthly summary report on CfW activities, HSSE compliance, and payment verification status

Job Requirements

Qualifications and Experience

  • Bachelor’s degree in Business Administration, Civil Engineering, Agriculture, Environmental Science, Occupational Health & Safety, or any relevant field (candidates graduated in Business Administration are strongly encouraged to apply).
  • Minimum 3–5 years of experience in Cash-for-Work, labour-intensive projects, or site supervision (experience with UN/INGO projects is an advantage).
  • Proven experience in labour attendance tracking, payroll preparation, financial documentation, and cash payment processes.
  • Strong knowledge of HSSE standards, risk assessment, and incident reporting.
  • Excellent organisational, communication, and reporting skills.
  • Fluency in Dari and/or Pashto; basic English is an advantage.
  • Computer literate (especially MS Excel for attendance, payroll, and financial documentation).
  • Willingness and ability to work full-time in the field in Baharak District.
  • Local candidates from Baharak District are highly preferred.

6. Core Competencies

  • Strong commitment to health, safety, security, environment (HSSE), PSEA, and safeguarding.
  • High integrity and attention to detail in financial documentation and payments.
  • Ability to work independently in remote field conditions and coordinate effectively with the Project Lead and Finance Manager.

Salary: Competitive and according to BEST salary scale (commensurate with experience and qualifications).
