Established in 1991 by a group of educated Afghan women in exile, the Afghan Women's Educational Center (AWEC) is a nonprofit, nonsectarian, nonpolitical, and nongovernmental organization dedicated to advocating for and raising awareness about the rights of women and children in Islam.
Our core activities focus on empowering women, eliminating violence, and increasing women's participation in both domestic and societal spheres.
With over three decades of experience, AWEC possesses a profound understanding of Afghanistan's socioeconomic, cultural, and political landscape. We are recognized as a leading organization that addresses the diverse needs of various communities, which are shaped by numerous social and economic factors.
Since 2002, AWEC has collaborated with women and communities to enhance access to education, health, and vocational services in Afghanistan. Our initiatives extend to livelihood improvement, protection, Water, Sanitation, and Hygiene (WASH), humanitarian aid, grant management, capacity building, social rehabilitation, cohesion, and justice. AWEC has successfully implemented projects in Logar, Faryab, Kapisa, Khost, Panjshir, Wardak, Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan provinces, maintaining an active presence in Kabul, Balkh, Herat, Nangarhar, Kandahar, Badakhshan, Parwan, Paktia, Paktika, Laghman, Nuristan, and Bamyan.

Job Description
The technical Implementation engineer will be responsible for field survey, technical assessment, rehabilitation of WASH infrastructures such us piped water networks, appropriate sanitation units, regular monitoring construction sites, coordinate with community leaders, WASH Committees, local authorities, carry out water quality test and ensure that water supplied meets national and international standards, Train WASH Committee.
Responsibilities:
Conduct detailed field surveys, technical assessments, and feasibility studies for new and existing water and sanitation infrastructures.
Supervise the construction and rehabilitation of WASH infrastructures such as boreholes, piped water networks, solar-powered systems, gender-appropriate sanitation units (latrines, and handwashing stations).
Ensure all materials and workmanship meet quality and safety standards as per AWEC and donor guidelines.
Work closely with contractors, suppliers, and community members to ensure smooth/quality implementation and timely completion of activities.
Perform regular monitoring of construction sites and provide practical solutions to field challenges.
Coordinate with community leaders, WASH Committees, and local authorities
Carry out water quality testing and ensure that water supplied meets national and international standards.
Train WASH Committees on operation and maintenance of water systems.
Ensure compliance with safety, gender inclusion, and environmental standards
Facilitate community participation and train beneficiaries in the maintenance and sustainability of WASH systems.
Prepare engineering reports, site visit notes, progress updates, photos and handover letters for internal and donor reporting.
Collaborate with hygiene promoters and M&E staff for integrated WASH delivery
Any other responsibilities assigned by line manager.
Job Requirements
Education and Experience:
A minimum of Bachelor’s degree in Civil Engineering, Environmental Engineering, Water Resources, or a related technical field. (Master’s degree holders preferred).
At least 5 years of experience in WASH infrastructure implementation.
Proven experience in using engineering design tools such as AutoCAD, Water GEM, Civil 3D, or similar software along with experience in solar-powered water systems and gravity-fed schemes.
Knowledge and Skills:
Strong skills in technical drawing, BoQ preparation, and construction supervision.
Sound understanding of SPHERE standards and MRRD technical guidelines.
Good analytical, reporting, and documentation skills.
Strong communication skills in English, Pashto, and Dari.
Ability to travel frequently to remote field sites and work under challenging conditions.
Team-oriented mindset with a commitment to humanitarian values and community empowerment.
Precision and attention to detail in design and supervision.
Strong problem-solving and field coordination abilities.
Respectful collaboration with communities and stakeholders.
